Each site is in effect a small company with its own CNPJ (the Brazilian company tax ID): its own cost, withholding, invoices and credit, and often a separate estate. SAP must handle the site, the project and the unit sold without mixing what the law requires to keep apart.
The legal basis of each situation is an official source read on 23/10/2026. The SAP design is DFSpro's judgment, to be checked against each company's system version. No savings were measured.
01Tax calculation
Segregated estate and RET: the project has its own books and payment
What weighs: A development that opts for the special regime pays a single amount on the revenue received and keeps its own accounting books, and mixing entries with the developer breaks the separation.
What DFSpro changes: The project as its own cost and tax calculation object, with the revenue received and the single payment kept apart.
See the situation, the legal basis and the proof
The situation
The developer has several projects, some under the special regime and others outside it, with payables and receivables under the same CNPJ.
Legal basis, inline
- Law 10.931/2004: arts. 1, 4, 5 and 7: optional regime, payment on the revenue received each month, a specific CNPJ and separate accounting books for each development
Proof delivered
Ledger by project reconciled with the base of the single payment, with expected and obtained results by scenario (sale, receipt, cancelled sale).
02Withholdings
11% social security (INSS) withholding on invoices for labor supply and labor-only subcontracting
What weighs: On each invoice of this kind of service, the hiring company withholds 11% of the gross value of the invoice and pays it on behalf of the provider, and the withholding depends on whether the service fits the rule.
What DFSpro changes: A withholding rule by type of service in the master data, with the base and the amount to pay calculated when the invoice is received.
See the situation, the legal basis and the proof
The situation
The builder receives hundreds of subcontractor invoices a month, some for labor only and others mixed with material and equipment.
Legal basis, inline
- Law 8.212/1991: art. 31, main text and § 4, III: 11% withholding on labor supply, including labor-only subcontracting
Proof delivered
Invoice by invoice, the amount withheld, the amount paid to the supplier and the withholding to pay, with the differences listed.
03Withholdings
CSLL, Cofins and PIS withholding on payments for services listed in the law
What weighs: Some common services on a site (cleaning, upkeep, maintenance, security, surveillance and labor rental) carry CSLL, Cofins and PIS withholding at source, with exemptions by the provider's regime and by amount.
What DFSpro changes: A withholding table by service and by provider regime, with the limit applied per payment and per month.
See the situation, the legal basis and the proof
The situation
The site pays subcontractors under the Simples regime and under other regimes in the same cycle, with services of different kinds on the same invoice.
Legal basis, inline
- Law 10.833/2003: arts. 30 and 31: 4.65% withholding on payments for listed services, with an exemption for Simples taxpayers and by amount
Proof delivered
A matrix of suppliers by regime and service, with the expected and the obtained withholding, per payment.
04ISS
Site ISS: place of the tax, material deduction and the buyer's responsibility
What weighs: The tax goes to the city where the work is done, the base may deduct the material supplied by the provider, and a city law may make the buyer withhold.
What DFSpro changes: A site master record with city and service list item, and a base and withholding rule by place.
See the situation, the legal basis and the proof
The situation
The company has sites in several cities, each with its own rate and its own law on the buyer's responsibility.
Legal basis, inline
- LC 116/2003: arts. 3, III and V, 6, § 2, II, 7, § 2, I and 8-A: place of the tax, buyer's responsibility, material deduction and minimum rate
Proof delivered
Per site, the service invoice, the base, the deduction, the withholding and the payment slip by city, checked with expected and obtained results.
05Fixed assets
Equipment that moves between sites: depreciation by use and PIS and Cofins credit
What weighs: Forms, scaffolding and heavy equipment go from one site to another, and depreciation must follow how the asset is used, with the cost going to the right cost object.
What DFSpro changes: An asset record with transfers between sites and depreciation by use, with the cost charged to the site that used the asset.
See the situation, the legal basis and the proof
The situation
The builder has a fleet of equipment and a set of forms that move between sites, and its own assets under construction.
Legal basis, inline
- CPC 27, CVM: items 43 and 60: significant component and depreciation method that follows the pattern of consumption
- Law 10.833/2003: art. 3, VI and § 1, III: credit on depreciation of machines and equipment in fixed assets
Proof delivered
Reconciliation between the asset record, the depreciation allocated to sites and the credit calculated, by period.
06Close
Cancelled sale and refund: the unit goes back to inventory and the refunded amount has a rule
What weighs: The buyer gives up after the sale was registered, and the refund, with the deduction of brokerage and penalty, must be reflected in the project in the right order.
What DFSpro changes: A cancellation flow with the refund calculated, the unit back in inventory and the project adjusted.
See the situation, the legal basis and the proof
The situation
In large launches, part of the units go back to inventory after being partly paid.
Legal basis, inline
- Law 13.786/2018: art. 67-A of Law 4.591: refund with the deduction of brokerage and the contractual penalty (up to 25%, or up to 50% with a segregated estate)
Proof delivered
A cancellation scenario with the project ledger, the unit's inventory and the refunded amount before and after.
07Reform
Tax reform: the specific regime for real estate, reducers and payment at each receipt
What weighs: The sale of real estate will have its own rule for the base, the adjustment reducer, the social reducer and a reduced rate, and IBS and CBS in development are due at each payment.
What DFSpro changes: A project and unit master record with the attributes of the new rule, and a test of the base and the reducers.
See the situation, the legal basis and the proof
The situation
The developer sells units over a long term and holds properties in inventory and under construction when the regime changes.
Legal basis, inline
- LC 214/2025: arts. 251 to 265, especially arts. 257, 259, 261 and 262: real estate, reducers, reduced rate and development
Proof delivered
A simulation of the project under two rule scenarios, with the base, the reducers and the amount to pay compared.
08Reconciliation
Reconciling the receivables portfolio with the RET base in installment sales
What weighs: A unit sold in installments has monthly receipts, and the base of the single payment is the revenue received, while the accounting result follows the client's accounting rule.
What DFSpro changes: Control by unit of receipt, payment base and accounting result side by side.
See the situation, the legal basis and the proof
The situation
The customer balance carries interest and indexation, and a project under the special regime pays on what it receives in the month.
Legal basis, inline
- Law 10.931/2004: art. 4: single payment on the revenue received each month
- LC 214/2025: art. 262: IBS and CBS due at each payment in real estate development
Proof delivered
A reconciliation by unit between receipt, payment base and accounting result, with the differences classified.
09Migration
From ECC to S/4HANA in the middle of works in progress
What weighs: Sites do not pause at go-live: accumulated cost, withholding to pay and assets under construction must reach the new database without losing the site or the separation by project.
What DFSpro changes: A load reconciled by site and by project, with open withholdings and assets under construction.
See the situation, the legal basis and the proof
The situation
The group migrates SAP with dozens of active sites and projects both under and outside the special regime.
Legal basis, inline
- Law 10.931/2004: art. 7: separate accounting books for each development, which the load must keep
Proof delivered
A reconciliation by site and by project between source and target, and a report of open withholdings at the first close.
