ICMS-ST and DIFAL in SAP: does the document value match what the payment slip pays?
Tax substitution (ICMS-ST) and the rate difference (DIFAL) each have their own base, payment slip and assessment. The value starts on the tax document, goes through the assessment of each state and ends in a payment slip and an accounting entry. The proof is to show that all four ends tell the same story.
The rules of each state and the tax position belong to the client. DFSpro designs, configures and proves how the system behaves, from the document field to the paid slip.
Start with the question your role needs to answer
Four entry points to the same proof: each role sees a different part of ST and DIFAL.

To prove ICMS-ST and DIFAL is to show that the value calculated on the document, the assessed balance, the paid slip and the accounting entry tell the same story, by state and by period.
What is compared
The tax of each document against the assessment balance, the balance against the slip and the slip against the ledger. Each comparison answers a different question.
At what level
By state, by document and by period. The monthly total works as an alarm, not as proof, because two opposite errors can close the same total.
What is kept
The link from each slip to the documents it pays, each difference with a cause and an owner, and the client's decision where the rule left room.
The tax assessment page covers the whole picture, and the ICMS and agreements library lists the rules. The sensitive point sits between the two: how ST and DIFAL start on the document and reach the slip.
ICMS-ST and DIFAL are not the same thing, and each has its own slip
The same interstate operation can create one charge, the other or both. The check starts by knowing which one applies.
| Question | ICMS-ST | DIFAL |
|---|---|---|
| Who answers for the tax | The substitute taxpayer, usually the sender, in an interstate operation with goods under an agreement or protocol (Convênio 142/18, cl. 8). In some cases the duty passes to the recipient (cl. 9, § 3). | The recipient, when it is a taxpayer, and the sender, when the recipient is not a taxpayer (EC 87, art. 155, § 2, VIII; LC 87, art. 4, § 2). |
| Who is paid | The destination state. The substitute follows the law of the destination (cl. 4). | The destination state, which keeps the difference. The origin state keeps the tax at the interstate rate (EC 87, art. 155, § 2, VII). |
| What it depends on | A specific agreement between the states and the item being listed in the annexes, with NCM and CEST (cl. 2 and 7). | An interstate operation or service sent to a final consumer (LC 87, arts. 4, § 2, and 12, XV and XVI; Convênio 236/21). |
| Tax base | Final price set by a public body; if none, PMPF, suggested price or the sender's price plus charges and MVA (cl. 10 and 11). | Single base: the value of the operation or the price of the service (Convênio 236/21, cl. 2, § 1; LC 87, art. 13, IX and X). |
| How the tax is found | Internal rate of the destination on the ST base, minus the ICMS of the sender's own operation (cl. 13). | Total ICMS at the internal rate of the destination, minus the origin ICMS at the interstate rate (Convênio 236/21, cl. 2). |
| When it is paid | On the 9th of the following month, if registered at the destination. At exit, if not registered (cl. 14). | Per operation, at exit, by GNRE or destination document. If registered, by the 15th of the following month, at the state's choice (cl. 5 and 6). |
| Where it shows in the EFD | Records E200 to E250, with period and balance by state. | Records E300 to E316, with DIFAL and FCP separate by state. |
The two touch at one point. For goods under ST sent for the recipient's use, consumption or fixed assets, the rate difference falls under the substitution regime (Convênio 142/18, cl. 1, § 1, cl. 8, sole paragraph, and cl. 12). Anyone who treats DIFAL and ST as unrelated charges misses this case.

Who is the substitute and when ST does not apply
The question before the calculation is whether ST applies to that good, that recipient and that state.
Agreement between the states
ST in interstate operations depends on a specific agreement signed by the states involved (Convênio 142/18, cl. 2; LC 87, art. 9). The destination may require an act of the Executive Branch to bring the agreement into its law.
Law of the destination
The destination state sets the rule: the substitute follows its law (cl. 4). A state that applies ST to interstate inbound operations must also apply it to internal operations (cl. 2, § 3).
All taxpayers
The agreement applies to taxpayers under Simples Nacional or not (cl. 3). A sender under Simples has its own rules for MVA and for deducting its own tax (cl. 11, § 1, and cl. 13, § 1).
Annex item
Only an item listed in annexes II to XXVI enters ST, with description, NCM and CEST (cl. 7). When the agreement's description differs from the NCM description, the agreement's description prevails (cl. 7, § 1).
When ST does not apply
Industrial user of the same good
An interstate operation to an industrial plant that makes the same good is out. The system records the recipient's status.
Transfer between establishments
A transfer between the sender's own establishments is out, unless the recipient is a retailer. The master record keeps the destination type.
Input for industrial use
A sale to an industrial buyer for raw material, intermediate product or packaging is out, if the buyer does not resell the same good.
Recipient already a substitute at the destination
A recipient that is already a substitute in internal operations under a special regime is out, after the states publish the list (§§ 4 and 5).
Non-relevant industrial scale
Goods in annex XXVII made by a Simples taxpayer within the limits of cl. 22. The document carries the declaration and the CNPJ of the producer (cl. 20, III).
When one of these cases removes ST, the document names the rule in the additional information field (cl. 20, § 2). Not doing what the clause requires can lead to the tax being charged, as set by the law of the destination (cl. 20, § 3).
Convênio ICMS 142/18, clauses 2 to 4, 7, 9, 20 and 22; LC 87/1996, arts. 6 to 9.
Four steps between the price and the tax withheld
The result depends on the base method chosen by the destination state and on the sender's status.
- 01
Base in order of priority
First the final consumer price set by a public body (cl. 10). Without it, the law of the destination chooses between the PMPF, the final price suggested by the producer or importer, or the sender's price with freight, insurance and charges plus the MVA (cl. 11).
- 02
Internal rate of the destination
The ST tax is the internal rate of the destination applied to the ST base (cl. 13; LC 87, art. 8, § 5).
- 03
Minus the own operation
From the result, subtract the ICMS due on the sender's own operation. For a sender under Simples, subtract the amount that comes from the interstate rate set by the Senate (cl. 13, § 1).
- 04
Transfer
In a transfer between the sender's establishments, subtract the ICMS shown on the transfer invoice, as set by Convênio ICMS 109/24 (cl. 13, § 2).
Where the calculation usually needs attention
Freight, insurance and charges
If they cannot be included in the base, the recipient pays the tax on these amounts, with the MVA percentages (cl. 11, § 2), unless the destination has a specific MVA (§ 3).
MVA of a sender under Simples
For a sender under Simples, the MVA set for internal operations in the destination's law or in an agreement applies (cl. 11, § 1).
Use, consumption and assets
In an interstate operation with ST goods sent for use, consumption or fixed assets, the base is the value of the operation plus the tax on the difference between the internal rate to a final consumer and the interstate rate (cl. 12).
The system must keep, by state and by effective date, which base method the destination adopted, the MVA and the price list when the base is the suggested price. Without this history in the master record, an old period is recalculated with today's rule.

The NF-e fields where ST and DIFAL start
Every check starts from these fields. If the document goes out wrong, the assessment, the slip and the accounting inherit the error.
| Topic | NF-e fields (MOC 7.0) | What they report |
|---|---|---|
| ST item | CEST (I05c) | Seven-digit code that identifies the item under ST. It goes on the document even when the operation is not under ST (Convênio 142/18, cl. 20, I). |
| ST withheld in the operation | pMVAST (N19), pRedBCST (N20), vBCST (N21), pICMSST (N22), vICMSST (N23) | Markup (MVA), base reduction, base, rate without the FCP and amount of ICMS ST withheld. Cl. 20, II, requires the base and the tax withheld. |
| FCP withheld by ST | vBCFCPST (N23a), pFCPST (N23b), vFCPST (N23d) | Base, percentage and amount of the Poverty Fund (FCP) withheld by tax substitution. |
| ICMS charged earlier by ST | vBCSTRet (N26), pST (N26a), vICMSSubstituto (N26b), vICMSSTRet (N27) | ICMS 60 group: base and tax of the earlier withholding, rate borne by the final consumer and the substitute's own ICMS. |
| DIFAL for the destination state | ICMSUFDest (NA01) | Group for an interstate sale to a final consumer who is not a taxpayer. It is not used for a new vehicle invoiced directly (Convênio ICMS 51/00), which has its own group. |
| DIFAL base and rates | vBCUFDest (NA03), vBCFCPUFDest (NA04), pFCPUFDest (NA05), pICMSUFDest (NA07), pICMSInter (NA09) | Destination base, FCP base and percentage, internal rate of the destination and interstate rate (4%, 7% or 12%, as the MOC says). |
| DIFAL amounts | pICMSInterPart (NA11), vFCPUFDest (NA13), vICMSUFDest (NA15), vICMSUFRemet (NA17) | Sharing percentage, FCP amount, ICMS amount for the destination and for the sender. From 2019 on, the sender's amount is zero. |
The FCP has its own field
The Poverty Fund rate is not added to the internal rate of the destination. It goes in pFCPUFDest, with a maximum of 2%.
Sharing set to zero
The sharing between origin and destination ended in 2019 (EC 87, ADCT, art. 99, V). In recent documents, pICMSInterPart is 100% and vICMSUFRemet is zero.
CEST does not change with the NCM
Reclassifying, grouping or splitting the NCM does not add or remove an item from ST and does not change the CEST. The document carries the current NCM (cl. 7, §§ 2 to 4).
Taxpayer Guidance Manual, MOC 7.0, Annex I (layout and validation rules of the NF-e and NFC-e), NF-e Portal; Convênio ICMS 142/18, cl. 7 and 20.
Three calculation steps and six rules that change the result
DIFAL looks like a subtraction, and the rule around it decides whether the value on the document is right.
1. Total ICMS at the internal rate
The sender calculates the total ICMS due on the operation at the internal rate of the destination state (Convênio 236/21, cl. 2, I, a).
2. Origin ICMS at the interstate rate
On the same base, it calculates the tax due to the origin state at the interstate rate of the operation (cl. 2, I, b).
3. Payment of the difference to the destination
It pays the destination state the difference between the two amounts (cl. 2, I, c). The base is single: the value of the operation or the price of the service (cl. 2, § 1).
What the rule adds to the calculation
Taxpayer and place
In a sale to a non-taxpayer in another state, the sender is the taxpayer of the difference, and the place is its own establishment (cl. 1, §§ 1 and 2). The taxable event is the exit (LC 87, art. 12, XVI).
Physical arrival in another state
If the final destination is a state other than the buyer's, the tax is due where the goods physically arrive (LC 87, art. 11, § 7).
Poverty fund
The extra of up to two points on the rate goes into the total ICMS calculation (cl. 2, § 4). The FCP can be paid on a separate document, at the destination's choice (cl. 5, § 2).
Benefits in the base
Base reductions and exemptions allowed by an agreement, or by LC 160/2017, go into the DIFAL calculation as set by Convênio ICMS 153/15 (cl. 2, § 5).
Credit
Credit from earlier operations is deducted only from the debit owed to the origin state (cl. 3; LC 87, art. 20-A).
CIF freight
DIFAL on the transport service is not paid when the sender carries the goods or they are carried on its account and order (cl. 2, § 3).
How the slip is organized
Not registered at the destination
Pays by GNRE or a destination document, at exit, with one slip per operation. The payment document cites the tax document number and travels with the goods (cl. 5 and § 1).
Registered at the destination
Pays by the 15th of the month after the exit, if the destination requires or grants registration (cl. 6, §§ 1 and 2).
Registered and in default
With default or an irregular registration, the destination can require payment by GNRE, per operation (cl. 6, § 3).
Already a substitute at the destination
Exempt from a new registration and pays within the deadline of the ST agreement or protocol (cl. 6, §§ 4 and 5).
LC 190 requires the states and the Federal District to publish on a portal the information needed to meet DIFAL duties, with a central assessment tool and slip issuing by each government (art. 24-A, §§ 1 to 3). The design of the environment must follow what each destination publishes.
Convênio ICMS 236/21; LC 190/2022 (changed arts. 4, 11, 12 and 13 of LC 87 and added arts. 20-A and 24-A).
The rule changed by date, and the old document keeps the rule of its time
To prove an old period, you need the rule of that period, not the current one.
- 01
2015 to 2018
The difference between the internal and interstate rates was shared between destination and origin: 20% and 80% in 2015, 40% and 60% in 2016, 60% and 40% in 2017, 80% and 20% in 2018 (EC 87, ADCT, art. 99).
- 02
2019 onward
One hundred percent of the difference goes to the destination state (art. 99, V). Convênio 152/15 changed Convênio 93/15 and wrote the formulas for origin and destination ICMS.
- 03
24/02/2021
The STF ruled it unconstitutional to charge DIFAL without a complementary law (RE 1287019, Theme 1093, and ADI 5469), with effect from 2022. Five clauses of Convênio 93/15 fell for a formal defect.
- 04
January 2022
LC 190 was published on 5/1/2022. Convênio 236/21 repealed Convênio 93/15, with effect from 1/1/2022 (cl. 10 and 11).
- 05
2022 and 2023
ADIs 7066, 7078 and 7070 asked the STF whether the charge applies since 2022 or only from 1/1/2023, under the annual-notice rule. The matter went back to the Plenary on 23/11/2023; confirm the result with your legal team.
What this asks of the environment
Rule by date in the master record
The internal rate, sharing percentage, base and method of each period are kept in the master record with a start and end date. A 2018 document and a 2024 document follow different rules.
2022 method on record
Which method the company adopted for 2022 operations is its own decision, made with its legal team. The system records the method, the date and who decided.
Reprocess with care
Before reprocessing an old period, confirm which rule applied on the document date. Recalculating with today's rule changes the result even though the document did not change.
EC 87/2015; Convênios ICMS 93/15, 152/15 and 236/21; LC 190/2022; STF, RE 1287019 (Theme 1093) and ADI 5469, ADIs 7066, 7078 and 7070.
Eight records that close the assessment of each state
Each state has its own ST and DIFAL assessment. The check key of each record is what links the assessment to the slip.
| Record | What it reports | Check key |
|---|---|---|
| E200 | Period of the ST assessment, by state. It also applies to a state where the taxpayer sold and has no registration as a substitute. The periods cover the whole file, without overlap. | Required if the sum by state of ICMS ST on the documents is above zero, or if record 0015 exists. |
| E210 | ST assessment, even with no activity: prior credit balance, returns, reimbursements, withholding, adjustments, deductions, amount to pay, balance carried forward and off-assessment amounts. | Returns and reimbursements add up from the document by CFOP. The balance carried forward goes into the next period. |
| E220 | ST adjustments and benefits. The benefit indicator links the adjustment to the calculation of compensation for onerous benefits (LC 214, arts. 384 to 405). | Sum of the adjustments equals the matching fields of E210. |
| E250 | ST obligations to pay, with code, amount, due date and the state's revenue code. | Sum equals the ST tax to pay plus the off-assessment amounts of E210. |
| E300 | Period of the DIFAL and FCP assessment by state. Required if the documents show a destination-state amount. From January 2019, not required for the origin state. | The periods cover the whole file, without gaps. |
| E310 | DIFAL and FCP assessment, kept separate, by state, even with no activity. Required if E300 exists. | Prior credit balance, debits, credits, deductions and amount to pay for each. |
| E316 | DIFAL and FCP obligations, with code, amount, due date and revenue code. | Sum equals DIFAL payment plus DIFAL off-assessment, plus FCP payment plus FCP off-assessment. |
| 0015 | Data of the substitute taxpayer or the party responsible for the destination ICMS, one per state registration in each state. | It requires E200, E300 and the child records, even with no activity. |
Separate own assessment
ST and DIFAL have their own prior credit balance and balance carried forward, by state. They do not mix with the ICMS balance of the company's own operations.
A state with no registration also counts
E200 covers the state where there is no registration as a substitute. The tax of that state exists, is paid by slip at exit and must show in the assessment.
DIFAL and FCP side by side
E310 assesses DIFAL and FCP in separate columns, and E316 adds the two payments. The accounting ledger must also keep them apart.
The full bookkeeping is on the page about SPED Fiscal, EFD ICMS/IPI. The design of the assessment is on the page about tax assessment.

Seven checks
Document and ST
Compares: the sum of ICMS ST on the period's documents, by state, against the withholding assessed in E210. Question: is any document outside the period, cancelled, or adjusted outside the document?
Document and DIFAL
Compares: the sum of ICMS and FCP for the destination on the documents, by state, against the E310 debits. Question: is any document missing the DIFAL group or carrying the wrong destination state?
Assessment and obligations
Compares: records E250 and E316 against the amount to pay and the off-assessment amounts. Question: does the sum of the obligations equal the balance, or is there an obligation with no revenue code?
Slip and document
Compares: each per-operation GNRE against the document, by access key. Question: is there a slip with no document, or a document with ST or DIFAL and no slip?
Slip and accounting
Compares: the amount paid against the entry for the tax to pay and the FCP. Question: was the payment posted to the right account and period?
Credit balance
Compares: the balance carried forward from one period against the prior balance of the next period. Question: was the balance carried over unchanged, or was there an adjustment with no document?
Adjustments and document
Compares: each assessment adjustment against the document or the rule that supports it. Question: does every adjustment have a document, a code and an owner?
The checks run at every close, with the same criteria, so that comparing months makes sense. Linking slip to document is only possible if the payment document cites the access key or the invoice number. Cl. 18 of Convênio 142/18 and cl. 5 of Convênio 236/21 require this reference on per-operation slips.
One row per state, per item and per effective date
The rule of each state does not need to become a separate case. It becomes one row in a single table, with a source and an owner.
| Table column | What it records | Why the table needs it |
|---|---|---|
| NCM, CEST and description | The annex item, with NCM, CEST and the agreement's description, with effective date. | The description prevails when it differs from the NCM, and an NCM reclassification does not change the CEST (cl. 7). |
| Base method by state | Set price, PMPF, suggested price or price plus MVA, with the state's act and the effective date. | The base changes by state and by item. Redoing a period needs the method of that date. |
| MVA and base reduction | Percentage by state, by item and by sender status, with the effective date. | Simples has its own MVA and deduction rule (cl. 11, § 1, and cl. 13, § 1). |
| Internal rate and FCP | Internal rate and FCP extra by state and by good, with the effective date. | It is the expected DIFAL value and the rate field of the document. |
| Registration in the destination state | Registration of the establishment in each state, as a substitute or for DIFAL. | It decides whether the slip is per operation or monthly, and record 0015. |
| ST not applicable | The cl. 9 cases by customer and by item, with the rule to cite on the document. | It prevents undue ST and prevents a missing rule citation (cl. 20, § 2). |
| State benefits | Benefit, source act and effective date that affect the DIFAL base. | The benefit enters the calculation (Convênio 236/21, cl. 2, § 5), and the decision to use it is the client's. |
| Source and owner | The text of the act in force and who in the company confirms the rule, with the date of the last review. | A rule with no owner ages without anyone noticing. |
The table has one row per state, per item and per effective date, and it is the only source of state rules that the calculation and the test use. The master data is on the page about tax master data and the calculation setup is on the page about tax setup.
State benefits have their own page: state tax benefits and incentives.
The deadline, slip and information that ST requires, and the way back when it is undone
ST creates duties of its own. A delay in one of them changes the deadline and can affect the registration.
ST due date
The 9th of the following month, if registered at the destination. At exit, if not registered. The 2nd of the second following month, for a registered Simples taxpayer (cl. 14).
ST slip without registration
GNRE or destination document, per operation, at exit. A separate slip per NF-e, with the access key, and one copy travels with the goods (cl. 18).
GIA/ST and DeSTDA
The GIA/ST goes to the tax authority of the destination, which may waive it. The DeSTDA applies to a substitute under Simples (cl. 21, I and II, and § 4).
File without EFD
A company not required to file the EFD delivers a magnetic file by the 15th of the following month, even with zero records (cl. 21, III).
Price list
In XML, within 30 days after adding or changing prices, when the base is the final price suggested to the consumer (cl. 21, IV).
Effect of a delay
The registration can be suspended or cancelled if the information is missing for two months, and the destination can move the due date to the exit (cl. 14, §§ 1 to 3, and cl. 19).
When ST is undone
Right to a refund
When the presumed taxable event does not happen, the substituted party has a right to a refund (LC 87, art. 10). With no decision within ninety days, it can take the credit in its books (§ 1).
NF-e only for reimbursement
The state can allow reimbursement by an exclusive NF-e, with prior authorization within ninety days. The amount does not exceed what was withheld on the purchase (cl. 15).
Deal undone
If the deal is undone and ST was already paid, the same reimbursement rule applies (cl. 16).
In the EFD, reimbursement that comes from a document shows in record C176 and in the reimbursement field of E210. Procedure, deadline and form are set by the state, and the decision to apply is the company's. The system must show which purchase each reimbursed amount comes from. The credit topic is on the page about recovery of tax credits.
The other SPED duties are on the page about SPED ancillary obligations, and the electronic documents on the page about electronic tax documents.

Eight scenarios that the ST and DIFAL proof must cover
The proof is only reliable if the system gets the hard cases right. These are the ones that weigh most.
| Scenario | What the test checks |
|---|---|
| ST with a registered recipient | Interstate sale of an annex item to a taxpayer registered at the destination: base, MVA, internal rate, ST amount and the due date on the 9th. |
| ST with no registration at the destination | The same sale, with the sender not registered as a substitute: a per-operation slip and its link to the document. |
| Sender under Simples | The MVA applied and the deduction of its own ICMS at the interstate rate set by the Senate. |
| Transfer between branches | That ST does not apply, unless the recipient is a retailer, and the deduction of the ICMS shown. |
| Sale to a final consumer with FCP | DIFAL, the FCP in its own field and the slip, which can be separate. |
| Benefit in the DIFAL base | That the planned base reduction enters the calculation and that the act and effective date are in the table. |
| Return and reimbursement | The CFOP of the return, the amount in E210 and the source of each reimbursed amount. |
| NCM reclassification | That the item keeps its treatment and CEST, and that the document carries the current NCM. |
The eight scenarios are the minimum. Each company adds its own, and the tax test proves each one with expected values written before the run, instead of looking at the result afterward.
From 2029 to 2032 ICMS shrinks, and in 2033 it ceases to exist
ICMS does not disappear at once. Each year has a different rate rule.
Until 2032 there is ICMS, with ST and DIFAL, to assess and prove. In each year from 2029 to 2032, what changes is the rate and the benefit.
ICMS timeline during the transition
1. Today
ICMS follows LC 87, the Confaz agreements and the law of each state. ST and DIFAL exist as long as ICMS exists.
2. 2029 to 2032
ICMS rates are set at 9/10, 8/10, 7/10 and 6/10 of the rates in the respective laws. Benefits not covered by the rule are reduced in the same proportion (EC 132, ADCT, art. 128).
3. 2033
ICMS and ISS are ended from 2033 on (EC 132, ADCT, art. 129).
What to do with this in the check
Rate with a yearly effective date
From 2029 to 2032 the same item will have a different effective rate each year. The table by state records the rate set by law and the fraction that applies.
Benefit reduced in the same proportion
Anyone with an ICMS benefit must follow how it is reduced each year (art. 128, §§ 1 and 2). Each case is interpreted by the client.
Compensation of benefits
LC 214, arts. 384 to 405, covers compensation for onerous benefits. The EFD already has an indicator in the ST adjustment (record E220) to link the adjustment to this calculation.
How much to prepare and when is the client's decision. DFSpro delivers the table by effective date and the proof that ICMS and IBS/CBS live side by side without contaminating the balances. See also the page about tax reform with CBS and IBS.

Eight errors that push the difference into the next month
Each error has a cause and a way out.
| Error | Why it happens | How to avoid it |
|---|---|---|
| Treating DIFAL and ST as the same account | The system adds the two in the same balance, and the state receives an amount that matches neither slip. | Separate balances, accounts and records, by state, for ST, DIFAL and FCP. |
| Base rule with no effective date | The master record keeps only the current method, and the earlier month is recalculated with it. | A table by state, item and effective date, with the act that sets each rule. |
| Slip with no access key | The GNRE is paid per operation, and nobody records which invoice it matches. | Payment document with the key or invoice number, and the link in the report. |
| State with no registration left out of the assessment | The tax is paid by slip at exit and does not enter E200 or E210. | Include the state in the assessment, even with no registration as a substitute. |
| CEST missing on an annex item | The item is not in the master record with a CEST, or the CEST was lost in the reclassification. | CEST in the item master record, with a check at NCM reclassification. |
| Forgotten non-applicability rule | ST is removed in the calculation, and the document does not cite the rule. | Additional information field filled according to the cl. 9 rule. |
| FCP added to the internal rate | The fund percentage goes into the internal rate field and the amount comes out doubled. | FCP's own field, with the internal rate without the extra. |
| Reprocessing an old period with today's rule | The recalculation uses the current rate and method, and the result differs from the original document. | Rule by the document date, and a check of the reprocessing against the original. |
The pattern repeats: the error lives in the handoff between the document, the assessment and the slip. The effect of this on the close is on the page about unstable tax close.
Four areas, four responsibilities in the proof
A difference with no owner crosses the month and comes back in the next. Each area answers for the cause it can fix.
Tax
Defines the rule of each state, validates the rule table and decides how ST and the benefit are classified.
Accounting
Checks the balance to pay for ST, DIFAL and FCP in the ledger, and posts the correction entries.
IT and master data
Maintains the NCM and CEST records, the table by state and the proof report running at each close.
Controllership and audit
Receives the proof report and the evidence package, and confirms that the controls exist.
The four areas answer for different causes of difference. The master record and the setup are where the proof depends on IT, and the rule of each state is where it depends on the tax team.
From the ST and DIFAL map to the first proven close
Six deliverables, in order. The proof report is the center, and the others support it.
- 01
ST and DIFAL map
A survey of where the tax starts in your environment: origin and destination states, items with CEST, recipient types, slips and registrations.
- 02
Rule table by state
Building the table, with source, effective date and an owner for the review.
- 03
Proof report
Design and build of the report, with the key, the cause and the owner of each difference.
- 04
Test scenarios
Writing the scenarios and the expected values, and proving that the system gets each one right.
- 05
Evidence trail
The close package, with slips, decisions, adjustments and corrections, ready for audit.
- 06
First close
Support through the first period with the report in use, until the difference falls to a level the company accepts.
The work starts in the SAP Tax Diagnostic or at the first close after a migration to S/4HANA. In a rollout, the report goes in before the first period. In ongoing support, it runs each period within the AMS Fiscal.
The report is the same with or without GUEPARDO Tax. The product belongs to NTT DATA. DFSpro, an Authorized Channel, sells the license, deploys it and handles governance. Where the environment uses the product, the design starts from what it covers, and what it does not cover is recorded in the rule table.
Who proves and who decides
The check shows what the system does. What to do about a difference is the decision of whoever answers for the company.
DFSpro designs the proof report, configures the evidence trail and proves, with the data of your environment, that the system delivers the result the company defined. The rule of each state and the tax decision belong to your company.
DFSpro proves
- Where each difference starts and from what cause.
- That the correction made in the system produces the agreed value.
- That the report and the evidence repeat at each close.
The company decides
- Whether the item is under ST and which state rule applies.
- The use of a benefit, the treatment of the FCP and any tax position.
- The method adopted for a period under dispute and the request for reimbursement.
- Whether a difference is acceptable or must be corrected.

Frequently asked questions about ICMS-ST and DIFAL in SAP
Understanding ST and DIFAL4 questions, 01 to 04
01What is the practical difference between ICMS-ST and DIFAL?+
ST collects in advance the tax on the next operations in the chain, and the responsible party is usually the sender. DIFAL pays the destination state the difference between the internal and interstate rates, in an interstate sale to a final consumer. Each has its own base, slip and assessment record.
02Does DIFAL apply only to a final consumer who is not a taxpayer?+
The Constitution covers a final consumer who is a taxpayer or not. If the recipient is a taxpayer, it is responsible for the payment. If not, the sender is responsible. Convênio 236/21 sets out the non-taxpayer case in detail, which is the one that weighs most in a sale.
03Does tax substitution apply to every product and every state?+
No. In interstate operations it depends on a specific agreement between the states, and the item must be listed in the annexes of Convênio 142/18, with NCM and CEST. The substitute follows the law of the destination state, and there are cases where ST does not apply.
04Who pays DIFAL in a sale to a non-taxpayer in another state?+
The sender. It pays the destination state by GNRE or a destination document, at exit and per operation, or by the 15th of the following month, if registered in the destination state and it so provides. The exact form is set by the law of each destination.
Operating in SAP4 questions, 05 to 08
05Does an NCM reclassification change the ST treatment of the item?+
The agreement says that reclassifying, grouping or splitting an NCM does not add or remove the item from ST and does not change the CEST. The document must carry the current NCM, with the same treatment as before. The master record must show this continuity.
06How do I link the ST or DIFAL slip to the document it pays?+
By the access key or the invoice number cited on the slip. The agreements require this reference when the slip is per operation. The proof report uses this key to prove that no slip is left without a document and no document is left without a slip.
07Why is the ST and DIFAL assessment separate from the own assessment?+
Because each one has its own period, prior credit balance and balance carried forward by state, and its own EFD records. ST and DIFAL are different charges from the ICMS on the company's own operations. The accounting ledger must also separate the amounts for the reconciliation to close.
08How do I treat a transfer between establishments of the same company?+
The general rule removes ST from an interstate transfer, unless the recipient is a retailer. When ST applies, the ICMS shown on the transfer invoice is deducted. The system must tell a transfer from a sale and keep the status of the destination establishment.

09What does DFSpro deliver in an ST and DIFAL engagement?+
A map of where the tax starts in your environment, a rule table by state with source and effective date, a proof report from document to slip, test scenarios with expected values and the evidence package of each close. The tax position remains the company's.
10We already have GUEPARDO Tax. Does the proof still make sense?+
Yes. GUEPARDO Tax belongs to NTT DATA, and DFSpro, an Authorized Channel, deploys the product and handles its governance. What the product covers is the starting point. The proof shows how your environment, with your data and your rules, behaves from the document to the slip.
11Does the tax reform end ST and DIFAL?+
ICMS continues until 2032, with rates cut to 9/10, 8/10, 7/10 and 6/10 from 2029 to 2032, and it is ended from 2033. Until then, ST and DIFAL keep existing and need proof. How and when to prepare for IBS and CBS is the company's decision.
12Does DFSpro decide whether my item is under ST or whether a benefit applies?+
No. Classifying the item, using a benefit and any tax position are decisions of the company, with its accountants and lawyers. DFSpro records the chosen rule in the table, configures the system to apply it and proves that each document follows what the company decided.
