NFS-e national standard: what a service provider needs in place ready in the ERP
The national-standard NFS-e (the electronic service invoice) is a service document with one layout, one set of validation rules and one repository for the whole country. The provider no longer sends a different invoice format to each city hall: it sends one DPS (the service provision declaration) and gets back the authorized NFS-e, with its number, key and events controlled at national level.
For anyone running SAP, the useful question is not whether the standard exists. It is which data the ERP service billing (the enterprise resource planning system, such as SAP) must deliver, by when, through which channel, and with what risk of rejection or duplicate invoices. The answer depends on company size, tax regime and city, and every fact below comes with the official act or page that supports it.

What the national NFS-e is and what changed
The NFS-e is a digitally existing document, generated and stored in a national environment by the Federal Revenue Service or by the city, to document the provision of services. The national standard replaces about 5,570 municipal rule sets with a single model.
The 5 changes for issuers
National layout and validation
The city enters its own parameters (rate, deductions, withholdings, cancellation deadlines) through its own panel.
DPS sent, number generated
The provider sends the DPS and the Sefin Nacional generates the NFS-e and assigns the number, which the provider does not choose.
Invoice stored in the ADN
The invoice now lives in the ADN (the national data environment). Provider, customer, intermediary and city all query it.
IBS and CBS already fit on the invoice
The same invoice already carries the IBS (tax on goods and services) and the CBS (contribution on goods and services) from the reform.
Integration by certificate and API
Whoever integrates by system needs the issuer's own digital certificate and an API (application programming interface), not a screen.
What did not change
Changes: the channel
- How the invoice is validated and issued
- Where the city enters rate and withholding
- Where the invoice is stored
- What the invoice carries: IBS and CBS
Stays the same: the tax
- The ISS (the municipal services tax) remains a city competence
- Still governed by Complementary Law (LC) 116/2003
- The service list, place of taxation and withholding still apply
The national standard is the channel, not a change of tax. How ISS lives alongside the new taxes is regulated by Complementary Law 214/2025; what goes beyond the invoice is on the page about tax reform with CBS and IBS. For tax calculation by period, see ISS calculation in SAP.
When it applies: there is no single date
Since 01/01/2026
Cities must authorize issuance in the national environment or share the invoice from their own issuer.
From 01/11/2026
Simples Nacional taxpayers issue only through the National Issuer (CGSN Resolution No. 191/2026, from the Simples Nacional Steering Committee).
IBS and CBS: their own schedule
Filling in these taxes on the invoice follows a phased calendar. The timeline below gives each date with its source.

Two caveats on reading dates. First: the 2022 implementation plan uses the verb forecast, and the portal itself marks it as a forecast, so it describes the intent of the time, not the production date of each module. Second: the IBS and CBS display schedule is phased by service category and by regime. The Belo Horizonte City Hall records the existence of Joint Act RFB/CGIBS No. 4/2026 and of a version 4,A, dated 30/07/2026, and the Questions and Answers cite Act No. 4/2026 as the basis of the schedule. Before fixing a date in the project, check the act in force for your service category.
Take the timeline to your operation
The table of dates only helps when it is crossed with the list of establishments that issue service invoices, each with its city and regime. If that cross-check does not exist in your company yet, describe your scenario to DFSpro and start there.

Official basisSource: Technical Note 007, Technical Note 009, Joint Technical Act 7, Technical documentation
They update the NFS-e layout, business rules and annexes for the reform. The main ones for the ERP are 004 v2.0, 007, 008 (DANFSe), 009 v1.01 and 010 (NFS-e Via).
Guidance for the ERP
This is where the analyst finds the exact field.
The practical hierarchy is this: the complementary law gives the obligation and the limit, the agreement and the CGNFS-e give the layout, the technical notes give the field, and the city gives the local parameter (rate, deduction, withholding, deadline). When an error shows up at issuance, ask in which of these layers it started before touching the ERP. It is the same logic that the page on tax setup in SAP applies to tax calculation: the defect is usually in the layer that decides, not in the one that executes.
How it works inside, with the official terms
Six concepts explain almost everything: DPS, Sefin Nacional, ADN, Municipal Panel, CNC (National Taxpayer Registry) and event.
Build the DPS
The ERP gathers provider, customer, service, amounts and city parameters, and signs the XML with the issuer's certificate.
Validate
The Sefin Nacional checks layout, rules and registries and answers right away, with the invoice or with the first rejection found.
Store and book
The ERP stores the authorized XML, the key and the invoice number, and posts the document to accounting and tax bookkeeping.
Follow events
Cancellation, substitution and the customer's response arrive as events, and the ERP must reflect each one.
→
Validation is synchronous. This changes how you test: the rejection appears at the moment of sending, with a code, and a parameter error (rate, deduction, place) is as common as a layout error.
Official terms, one by one
DPS (Service Provision Declaration)
XML file that the provider signs and sends. It holds who provides, who receives, the service, the amounts and, when applicable, the IBSCBS group. It is not the invoice: it is the request to generate the invoice.
Guidance for the ERP
The ERP produces the DPS. It is the integration point.
NFS-e
Authorized document, generated by the Sefin Nacional from a valid DPS, with a number (nNFSe) and a 50-digit access key.
Guidance for the ERP
The ERP receives it, stores the XML and books it.
Sefin Nacional (virtual National Finance Department)
National authorizer. It validates the DPS against the layout, business rules, city parameters and the CNPJ, CPF (the Brazilian individual tax ID) and Simples Nacional registries, and returns the NFS-e or the reason for rejection.
Guidance for the ERP
It answers synchronously.
ADN (National Data Environment)
National repository of electronic tax documents: NFS-e, events, credits, debits and assessment. It receives documents from the Sefin Nacional and from municipal systems, checks consistency and distributes them to interested parties.
Guidance for the ERP
Source for queries and distribution.
National Public Issuer
Web portal, mobile app and API for issuing without your own system. The web version is a form on the NFS-e Portal and talks only to the National System.
Guidance for the ERP
An alternative or contingency to the ERP.
Municipal Administrative Panel
Restricted area where the city sets up the service list, rate (2% to 5%), deduction, withholding, special regimes, benefits, and cancellation and substitution deadlines.
Guidance for the ERP
Origin of the parameters the ERP must query.
CNC (National Taxpayer Registry)
Complementary registry kept by the city, which complements or overrides the Federal Revenue Service base. The key is the triad of city, CPF or CNPJ, and municipal registration.
Guidance for the ERP
It defines who is enabled and through which channel.
MAN and DNA
The National Assessment Module allows ISS from several invoices to be paid with a single document, the DNA (the national collection document). City adhesion is optional and the module appears as Restricted Production.
Guidance for the ERP
Event
Record of a fact tied to the invoice: cancellation, substitution, customer response, block and others. It has a signed XML layout and is shared by the ADN.
Guidance for the ERP
The ERP must receive and handle it.
NSU (Unique Sequential Number)
Counter used to distribute documents. There are four types: general ADN, reception by city, distribution by city, and distribution by CPF or CNPJ of each party.
Guidance for the ERP
Basis for capturing received invoices.
The APIs the ERP will meet
| Service | Method and path | What it is for | Source |
|---|---|---|---|
| Sefin Nacional: municipal parameters | GET /parametros_municipais/{codigoMunicipio}/convenio and variations by service and by taxpayer | Queries the agreement, rates, special regimes, deductions, withholdings and benefits of a city, before building the DPS. | Manual of the National Issuer APIs |
| Sefin Nacional: NFS-e | POST /nfse and GET /nfse/{chaveAcesso} | Generates the invoice synchronously from the DPS and queries it by key. If the DPS carries the key of an invoice to be replaced, the API cancels the original by event and generates the replacement. | Manual of the National Issuer APIs |
| Sefin Nacional: DPS | GET and HEAD /dps/{id} | Retrieves the access key from the DPS identifier (only for the parties to the invoice) or confirms whether the invoice was generated. | Manual of the National Issuer APIs |
| Sefin Nacional: events | POST and GET /nfse/{chaveAcesso}/eventos | Records and queries events: cancellation, response and others. The request carries the author's digital signature. | Manual of the National Issuer APIs |
| ADN: distribution | GET /DFe/{NSU} | Returns service documents in which the taxpayer appears as issuer, customer or intermediary. | Manual of the ADN APIs |
| ADN: invoice events | GET /NFSe/{ChaveAcesso}/Eventos | Returns the events linked to an access key. | Manual of the ADN APIs |
| ADN: municipal sharing | POST /DFe/ (batches of up to 50 documents or 1 MB, in chronological order) | Used by a city with its own issuer to send invoices to the ADN. | NFS-e Questions and Answers |
Two characteristics decide the integration design. First, signing the DPS and mTLS authentication (mutual authentication by certificate) require the provider's own ICP-Brasil digital certificate, and today there is no electronic power-of-attorney mechanism for third parties or integrators. To issue on behalf of several CNPJs, the system must sign and transmit each batch with each taxpayer's certificate. The regulation already provides for the Provider of Signature and Authorization of Electronic Tax Documents, but the feature appears as under development (Source: NFS-e Questions and Answers, topic 17.7). Second, only individuals and MEI issue without a certificate, and only manually through a screen or app. Automated batch issuance by API always requires the certificate.
A test environment exists. The taxpayer manual points to the interactive documentation in Restricted Production at adn.producaorestrita.nfse.gov.br, and the Questions and Answers recommend validating the integration there before pointing to production (Source: Manual of the National Issuer APIs, NFS-e Questions and Answers, topic 19.5). Invoices generated in Restricted Production have no legal effect.
Who issues and who receives
Four roles appear on the invoice. What each can and cannot do defines where the ERP needs a rule.
Provider
This is the issuer. It signs the DPS with the certificate of its own CNPJ or CPF. In the current version of the National Public Issuer, the invoice can only be issued as provider (tpEmit = 1): issuance by the customer (2) or by the intermediary (3) is not yet available (Source: NFS-e Questions and Answers, topic 7.8).
Customer
Receives the invoice under Received NFS-e and may confirm or reject it. With no response within the city's deadline, the system generates the Tacit Confirmation. When withholding ISS, it may do so only if domiciled in the city of taxation (rule E0031).
Intermediary
A person who intermediates the service, in Brazil or abroad. May be named as responsible for withholding (tpRetISSQN = 3) and declare the amount received. Cannot have the same CNPJ as the provider (E0262).
City
Sets parameters, receives the invoice as issuer, as city of taxation or as an interested party, and may cancel ex officio. If it has its own issuer, it shares invoices with the ADN. If it joined the national issuers, it starts consuming the data.
Withholding and customer deserve attention from the ERP of whoever buys services. The received invoice carries the field tpRetISSQN, and the standard's rule is restrictive: the customer is not allowed to flag withholding when the city of taxation is not the customer's own city. When the tax is due to the provider's city, the provider pays it, and the invoice goes out as not withheld (Source: NFS-e Questions and Answers, topics 7.1 and 7.9). For the flow of whoever receives and posts the invoice, with withholdings and NFTS, see service invoice and NFTS automation.
Participating city and non-participating city
The national standard coexists with municipal systems until 2032. What decides the channel is the city's configuration and the company's regime.
City that joined the national issuers
Official basisSource: NFS-e Questions and Answers (topic 19.6)
The taxpayer issues on the Sefin Nacional (portal, app or API). The invoice is born with ambGer = 2.
Guidance for the ERP
The invoice is already born in the ADN. The city consumes it.
City with its own issuer, active agreement
Official basisSource: NFS-e Questions and Answers (topics 6.1 to 6.4)
The taxpayer issues in the city's system. The city transcribes or shares with the ADN (ambGer = 1), with tpEmis = 1 if the layout is already national and tpEmis = 2 if it must be transcribed.
Guidance for the ERP
The ERP keeps talking to the municipal web service under the general rule.
City with its own issuer, Simples Nacional taxpayer
Official basisSource: NFS-e Questions and Answers (topic 20.1), NFS-e Portal: Simples Nacional
From 01/11/2026, micro and small businesses (ME and EPP) issue exclusively through the National Issuer, and own systems are blocked from authorizing these issuances.
Guidance for the ERP
The taxpayer's integration must be reconfigured even if the ERP talks to the city today.
Any city, MEI
Official basisSource: NFS-e Questions and Answers (topics 3.1, 5.7)
The MEI issues through the National Issuer regardless of the city's choice, with access only through gov.br (silver and gold levels).
Guidance for the ERP
Outside the scope of a corporate ERP, but relevant for MEI suppliers.
Any city, item 99 operations
Official basisSource: Technical Note 007, NFS-e Questions and Answers (topic 16.3), Joint Technical Act 7
Documents for the new taxable events (leasing, assignment, intangible assets, condominiums) can only be authorized by the Sefin Nacional. If a municipal system tries to share them, they are rejected.
Guidance for the ERP
It requires the national channel even in a city with its own issuer.
City that has not yet activated the agreement
Official basisSource: NFS-e Questions and Answers (topic 23.6)
The city must activate the agreement and share documents. Invoices from the delay period issued by its own system are valid for municipal ISS, but do not exist in the national repository and do not generate IBS and CBS credits for the customer.
Guidance for the ERP
The customer may ask to replace the municipal invoice with the national one, after regularization.
Three parameters of the municipal parameters API sum up this coexistence for a software house, and also apply to an ERP team that integrates directly. The first is aderenteEmissorNacional: value 1 means the city uses the national issuers and the integration goes straight to the Sefin Nacional, value 0 means issuance takes place in the city's system, except for MEI and item 99. The second is situacaoEmissaoPadraoContribuintesRFB: value 1 enables by default any company in the city in the Federal Revenue CNPJ base, value 0 requires the city to register each taxpayer in the CNC, with municipal registration and authorization date, which is typical of a phased migration. The third is permiteAproveitamentoDeCreditos, which only acts in assessment, in the MAN, and does not affect filling in the XML (Source: NFS-e Questions and Answers, topic 19.6).
There is an exclusivity rule that avoids the costliest error of this phase: the same taxpayer cannot issue at the same time through its own system and the National Issuer in the same period. The issuer's use authorization defines, taxpayer by taxpayer, where each must bill in each period. Issuance is only allowed from the later of the individual authorization date and the agreement's effective date (Source: NFS-e Questions and Answers, topics 5.2 and 5.3). For the ERP, this means storing, per issuing CNPJ, from which date on the channel is the national one.
How to know which case your city is
Query the municipal parameters API for the city of each issuing establishment and record the result in an ERP configuration table, with the date of the record. The portal also keeps adhesion monitoring, which reports the adhesion of all 5,571 federal entities, among them all state capitals and all cities with more than 500 thousand inhabitants (Source: Adhesion monitoring). Joining the agreement is not the same as using the national issuer: the parameter above tells which channel applies.
ISS, IBS and CBS on the same invoice
The service invoice is the first document where the old tax and the new ones appear together. That is why each field has two readings.
Place of taxation
The general rule is the city of the provider's establishment (LC 116, art. 3). The exceptions in the same article, such as construction (7.02), security (11.02), labor (17.05) and transport, take the tax to the place of the work, of the guarded asset, of the customer's establishment or of the city where the transport is performed. In the Sefin Nacional the city of taxation is calculated from the national taxation code, and the taxpayer does not choose it: the invoice field cLocIncid shows the result (Source: NFS-e Questions and Answers, topics 7.1 and 7.2).
Six-digit code
The LC 116 list did not change. It gained a six-digit national breakdown (for example, subitem 7.02 became 07.02.01, by management, and 07.02.02, by contract or subcontract) and, when the city wants, a three-digit municipal taxation code (cTribMun). The cTribMun is only accepted if the city registered it in the national panel. If the ERP sends an old code from local law, the quick fix is to remove the tag and send only the cTribNac (Source: NFS-e Questions and Answers, topics 8.1 and 21.6).
Withholding at source
ISS withholding by the customer depends on municipal law assigning the responsibility (LC 116, art. 6) and on the customer being in the city of taxation. The municipal withholding rule today works as a warning and not as a block: the system warns, and later inspection is up to the city. For PIS, COFINS and CSLL, withholding only exists when there is a specific legal provision and the amount exceeds BRL 10.00 (Source: NFS-e Questions and Answers, topics 7.4 and 13.3).
What the law already says and what it does not say about ISS and IBS on the invoice
Complementary Law 214 says that service invoices may now show IBS and CBS (art. 62, I) and that the national environment receives the shared document (art. 62, II). The layout reflects this with the IBSCBS group inside the DPS. The rules on place of operation for IBS and CBS rest on art. 11 of the law and have their own criterion, which does not always match the list of ISS exceptions. So, from 2026 on, the invoice calls for two separate looks at the same fact: where ISS is due, and where the operation is considered for IBS and CBS (Source: NFS-e Questions and Answers, topic 7.5; Technical Note 009, item 2.10).
What the law and the acts do not settle on their own, and what the company must decide with the help of Tax and its advisers, is the practical effect of each transition period on tax calculation. The page on the reform with CBS and IBS covers collection and regimes. Here the invoice is what matters: in 2026, the IBS and CBS base is calculated by deducting ISS, PIS, COFINS and unconditional discounts, whether or not ISS was withheld (Source: NFS-e Questions and Answers, topic 32.6), and the invoice total stays equal to the net amount, because IBS and CBS only become part of the total on 01/01/2027 (Source: NFS-e Questions and Answers, topic 15.5). The São Paulo City Hall also reminds that 2026 is a test year, in which whoever meets the ancillary obligations is exempt from paying IBS and CBS, and that the law remains valid with no deadline extension and no waiver of penalties (Source: São Paulo City Hall).
IBS and CBS display schedule on the NFS-e
Until 31/12/2026
The absence of the IBSCBS group does not reject the document.
Official basis But it shows non-compliance and exposes the issuer to the sanctions of Joint Act No. 4/2026, depending on the category. (Source: NFS-e Questions and Answers (topic 15.1))
01/10/2026
Mandatory display for services subject to ISS not in the categories below, most common services.
Official basis The BH City Hall applies the same date to whoever pays ISS by estimate, even if exempt from invoicing by local law. (Source: NFS-e Questions and Answers, Belo Horizonte City Hall)
01/12/2026
Digital platforms and services intermediated by them, subitems 1.03, 1.05 and 1.09, public transport (16.01), intangible assets, condominium fees, leasing and assignment of real estate and movable property, other services not categorized.
Official basis Includes item 99, with specific taxation codes still being rolled out. (Source: NFS-e Questions and Answers (topic 15.1))
01/01/2027
Simples Nacional taxpayers who chose the display in the September 2026 window. IBS and CBS added to the invoice total.
Official basis CPF for self-employed professionals and notaries may continue until a technical CNPJ exists. Individual taxpayers will need a CNPJ and a tax document (Decree 12,955, art. 105 and art. 115, added by Decree 13,075/2026). (Source: NFS-e Questions and Answers (topics 11.3, 15.1))
Two points avoid confusion. Suspending the rule that requires the IBSCBS group on the invoice does not suspend the city's obligation to integrate with the national environment, which keeps the sanction of art. 62, § 7. And if the company decides to fill in the group before the date, all content validations of the group are applied normally, which makes voluntary filling a real test, not a rehearsal (Source: NFS-e Questions and Answers, topic 15.2).
Fields and data the ERP needs to have
Seventeen requirements of the standard, each with its source and the point where it usually weighs on the master data or the document.
| Requirement | What the standard requires | Source | Where it weighs in SAP (and in any ERP) |
|---|---|---|---|
| Issuer and customer identification | CNPJ as a character type (alphanumeric format from July 2026). Headquarters and branch are distinct establishments, identified by city, CNPJ and municipal registration. | Technical Note 009 (2.1), NFS-e Questions and Answers (28.2) | Business partner master data, company data and issuing branch. CNPJ fields with fixed length and type tend to break. |
| Municipal registration (IM) | In the national layout, the IM field is numeric. Belo Horizonte reports that it registered X check digits as 0 for those who migrated up to 01/01/2026 and waives the IM for those migrated afterwards. | Belo Horizonte City Hall | Tax master data by establishment. The city rule may differ between branches. |
| National taxation code (cTribNac) | Six digits, the national breakdown of the LC 116 list. The three-digit cTribMun is optional and only exists if the city registered it. | NFS-e Questions and Answers (8.1, 21.6), Belo Horizonte City Hall | Service class or service material in the master. The mapping table to the internal code is the project's responsibility. |
| NBS 2.0 (Brazilian Nomenclature of Services) | Nine digits, version 2.0, mandatory in any national NFS-e, including code 99.01.01. The combination of NBS, operation indicator and tax classification follows Annex VIII. | NFS-e Questions and Answers (27.1 to 27.3), Technical documentation | Service master. A wrong NBS causes error E0316 or rejection by the official calculator. |
| City of taxation and place of service | Calculated by the Sefin Nacional from the code and the provider's address. The customer's and recipient's cities are validated against the CNPJ or CPF registry. | NFS-e Questions and Answers (7.2), Technical Note 009 (2.10) | Address of the customer and of the place of performance. For item 17.05, the address of the unit that uses the labor, not the headquarters. |
| Customer address and CEP (postal code) | CEP with exactly 8 digits, no hyphen, belonging to the city given (E0240, E1309, E0138). The address serves the place of operation for IBS and CBS. | NFS-e Questions and Answers (4.1, 4.2, 4.7) | Customer master data. A CEP mask stored in the master causes rejection even with a correct CEP. |
| Provider regime | Field opSimpNac with 1 to 4, including Pending Taxpayer. For IBS and CBS, regApIBSCBSSN defines whether they are assessed under Simples or the regular regime. cAtvSN reports the activity under LC 123. | Technical Note 009 (2.4) | Issuing company data by period. A supplier or affiliate in Simples changes how the received invoice is read. |
| Special tax regime | regEspTrib with eight values: 0 none, 1 cooperative act, 2 estimate, 3 municipal microenterprise, 4 notary or registrar, 5 self-employed professional, 6 professional partnership, 9 others. Simples prevails over any special regime. | NFS-e Questions and Answers (12.1), Belo Horizonte City Hall | Parameter of the issuing establishment. Estimate and cooperative act change what is displayed. |
| ISS withholdings | tpRetISSQN with 1 not withheld, 2 withheld by the customer, 3 withheld by the intermediary. Withholding by the customer only applies in the customer's own city. | NFS-e Questions and Answers (7.1, 7.9) | Withholding determination in accounts receivable and payable, by city. |
| Federal withholdings | PIS, COFINS and CSLL withholding summed in vRetCSLL, with tpRetPisCofins 0 and 3 to 9. vPis and vCofins are only own debit and never withholding. For CPF and MEI, federal fields are blocked. | Technical Note 007, NFS-e Questions and Answers (11.1, 13.1, 13.2) | Mapping of withheld taxes from the billing document. Mixing own debit and withholding wrongly reduces the IBS and CBS base. |
| Deductions and reimbursements | Group vAjusteBC, with amount, percentage or up to 1,000 documents, and tpAjusteBC from 1 to 9, 99, 101 to 105 and 199. The city must have allowed the mode for the code. | Technical Note 009 (2.3), NFS-e Questions and Answers (21.1, 32.2) | Pass-through and subcontracting rules. Sending the old vDedRed structure authorizes the invoice, but zeroes the calculated total. |
| Municipal benefit | Group nBM with the benefit identifier, for example the production ID of the 3% cooperative benefit in Belo Horizonte. | Belo Horizonte City Hall, NFS-e Questions and Answers (32.7) | Parameter by customer or by service. Without the benefit in the DPS, the calculator assumes the standard rate. |
| IBSCBS group | Only enters the XML if explicitly given in the DPS (E1517). A period before 01/01/2026 does not accept IBS and CBS (E0850). Contains CST (the tax status code), tax classification, operation indicator and recipient. | NFS-e Questions and Answers (15.4, 23.7), Technical Note 009 (2.16) | Tax classification table for services and customers. It is the newest data set in the project. |
| Number, series and key | The invoice number (nNFSe, 13 digits) is assigned by the Sefin Nacional, and the public key has 50 numeric digits. DPS series by channel: 00001 to 49999 for API. For bookkeeping, use nNFSe, not the series. | NFS-e Questions and Answers (18.1 to 18.4), Technical Note 007 | The billing document cannot reserve the invoice number. The ERP stores the return. |
| Competence dates | The period cannot be in the future, nor before the agreement was activated, nor before the issuer's registration. Cancellation has a standard deadline of 730 days when the city does not set another. | NFS-e Questions and Answers (9.2, 23.1) | Posting date versus competence date in retroactive billing. |
| DANFSe and XML | The authorized XML is the document. The DANFSe is an auxiliary representation, and since 03/08/2026 each issuer renders the PDF locally. | NFS-e Questions and Answers (17.8), CGNFS-e Resolutions | Print form of the ERP or add-on. The mapping must read the tags of the current layout. |
| Digital certificate | ICP-Brasil A1 or A3, of the issuer itself, with the CNPJ OID (object identifier). The signature must be that of the DPS issuer (E0718). | NFS-e Questions and Answers (17.1, 17.2, 17.7) | Certificate management by issuing CNPJ, with validity and chain. |
The last column describes where the data usually lives in an SAP service billing environment, and not a product function that SAP has announced. The point is the same in any ERP: each field of the standard has an owner in the master data or in the document, and when the owner does not exist the invoice comes from manual filling. The page on tax master data in SAP describes how to check those records, and the one on tax setup covers the determination rules that feed the value.
Found a field with no owner?
If, going through the table, any requirement has no responsible master record or document in your SAP, it is worth taking that list to a technical conversation: talk to DFSpro about the point where the data gets lost.
SAP and the NFS-e: where SAP comes in
What SAP has published about Brazil and what the standard requires, regardless of the product.
What SAP publishes
SAP's public documentation describes SAP Document and Reporting Compliance (DRC) in its inbound and outbound invoicing options for Brazil, cloud services on SAP Business Technology Platform in which SAP manages communication with the Brazilian tax authority's web services (Source: SAP: blog and Help). An SAP employee noted in April 2023 that the end of mainstream maintenance of SAP NFE (the GRC NF-e, from Governance, Risk and Compliance, SAP's electronic invoice solution) was planned for 31/12/2025, and advises GRC NF-e users to plan the migration to DRC (Source: SAP: blog and Help). The DRC page on sap.com and the help portal cover electronic documents and statutory reports in general terms.
What the project prepares
What follows describes requirements of the standard itself and what the project's tax layer needs to prepare. Which issuance path your version and your issuance solution support must be confirmed directly with SAP, with the issuance partner and with the integrator.
In project practice, there are three possible architectures for the NFS-e, and all of them depend on the same set of data. In the first, the ERP builds the DPS and sends it to the Sefin Nacional through its own or a third-party integration layer, with the issuer's certificate. In the second, the ERP stays integrated with the city's web service, which shares with the ADN, a path the law allows until 2032 for those in a city with its own issuer who are not Simples taxpayers. In the third, part of the invoices go out through the public issuer (portal or app) and the ERP imports the XML. The choice between them is the project's. What is not optional is that service billing delivers complete data, and that the invoice return comes back to the ERP with number, key and XML.
What this demands of the tax layer becomes concrete in five questions the team can answer without waiting for any product announcement. Which table translates the service billed in SAP to the national taxation code and to the NBS? Where is the address of the unit that uses the service, rather than the customer's headquarters? How does the ERP tell own PIS and COFINS debit from withholding of those taxes? Who maintains, by city of each issuing establishment, the parameters of rate, deduction, withholding and cancellation deadline? And, when the invoice is cancelled or replaced, which SAP document reverses the posting? If one of these answers is a person's name and not a table, the risk is in the process, not in the tool.
Received invoices count too
Whoever buys services receives NFS-e from providers, and the same structure reaches accounts payable: 50-digit key, XML, cancellation and substitution events, and the customer's response deadline. The ADN distribution API allows querying by NSU, with up to 50 documents per call and a minimum interval of one hour when there are no new documents. The page on electronic tax documents in SAP describes capture and the event monitor in general. What is specific to the national NFS-e is that the received invoice comes from dozens of municipal issuers and now comes from a single repository.
Events, cancellation and substitution
The issued invoice is not the end of the cycle. Events change what the invoice is worth, and the ERP must track each one.
Cancellation
Official basisSource: NFS-e Questions and Answers
Recorded by the provider in the panel, within the deadline the city defines (standard of 730 days when there is no own deadline). City parameters: maximum deadline, value restriction, invoice without an identified customer and taxes already paid (error E0827 if not allowed).
Guidance for the ERP
The reversal of the posting must be triggered by the event, not by whoever remembered the invoice.
Cancellation ex officio
Official basisSource: NFS-e Questions and Answers
Only the issuing city can do it, without a taxpayer request and without the deadline and value restrictions, giving the administrative case number and a justification.
Guidance for the ERP
An invoice the ERP considers valid may be cancelled by the tax authority.
Tax review
Official basisSource: NFS-e Questions and Answers
If the deadline has expired, the taxpayer generates a Tax Review Request for Cancellation. The city grants or denies it, with its own events. A second request in progress generates E0840.
Guidance for the ERP
Plan a pending queue for invoices that can no longer be cancelled by the ERP.
Substitution
Official basisSource: Manual of the National Issuer APIs, NFS-e Questions and Answers
New DPS with the key of the old invoice in chSubstda and the official reason in cMotivo. The API cancels the original by a Cancellation by Substitution event and generates the replacement, linking the two.
Guidance for the ERP
The ERP must treat the replaced invoice as cancelled and the replacement as the valid one.
Customer response
Official basisSource: NFS-e Questions and Answers
Confirmation or rejection through the portal, with digital signature. With no response within the city's deadline, it generates Tacit Confirmation. Rejection does not cancel the invoice and it stays in the MAN pre-assessment until a cancellation or substitution is accepted.
Guidance for the ERP
Rejection is a warning, not a reversal. The ERP should not write off the invoice just because of it.
Block ex officio
Official basisSource: NFS-e Questions and Answers
The city may temporarily prevent other events, such as cancellation, from being accepted on the invoice. There is a symmetric unblock event.
Guidance for the ERP
An attempt to cancel a blocked invoice fails by a fixed rule.
Substitution rules that avoid rework
What can and cannot change
- An invoice already cancelled or with an active cancellation block cannot be replaced (Source: NFS-e Questions and Answers, topic 10.4).
- Under the normal regime (E0060): competence date, list subitem, municipal complementary code and place of service cannot change in the replacement.
- Under Simples, MEI and ME and EPP (E0061): customer identification, if already identified, competence date and service amount cannot change.
- Changing the customer identification by substitution is forbidden (E0058). Going from customer not informed to informed is too, even if the city allows substitution of this type of invoice (E0056).
- Exception to deadlines: substitution due to inclusion in or exclusion from Simples (reasons 01 and 02) is the only exception to the 730-day cap.
Six official reasons
| Code | Reason |
|---|---|
| 01 | Exclusion of the NFS-e from Simples Nacional |
| 02 | Inclusion of the NFS-e in Simples Nacional |
| 03 | Retroactive inclusion of immunity or exemption |
| 04 | Retroactive removal of immunity or exemption |
| 05 | Rejection of the NFS-e by the customer or intermediary responsible for the tax |
| 99 | Others |
No other value is accepted in cMotivo, and the complementary text xMotivo is optional (Source: NFS-e Questions and Answers, topic 10.4).
A wrong place of taxation is the error that needs the most care, because substituting often does not solve it: the system tends to block a change of place outside the standard deadlines. The Questions and Answers describe three risks of an invoice issued with the wrong place: a tax assessment for lack of a correct invoice in the real city, active debt in the city named by mistake, and a block on the clearance certificate there. The route to correction is the Tax Review Request for Cancellation in the wrong city, with proof that the service was rendered elsewhere (Source: NFS-e Questions and Answers, topic 29.3). It is worth treating the place of taxation as a test validation and a sample review item, not as a filling detail.
City by city: channel, date and parameters
Each city decides whether invoices are authorized in the national environment or in its own system with sharing, and publishes its calendar. Rio de Janeiro, São Paulo, Belo Horizonte and Porto Alegre show four different paths. The ERP needs a parameter table by city. The detail, with the city's migration in six stages, the cancellation and substitution rules and the rejection errors, is in NFS-e by city in SAP.
How to prepare: a plan in four steps
A readiness plan for companies with SAP and a service obligation, without depending on a specific product.
Issuance inventory
List each service-issuing establishment, the city, the tax regime and the channel used today, ERP, portal or municipal system.
Channel and deadline
Check the city parameters and the Simples and IBS and CBS dates. Record, per issuing CNPJ, the date from which the national channel applies.
Data map
For each DPS field, set the owner in the master data or in the document, and the translation table for the service code, the NBS and the regime.
Test and pilot
Validate in Restricted Production, measure rejections by code, and only then migrate one establishment at a time, with a clear cutover date.
The most underrated step is the third. Layout rejection shows up early and is easy to fix. Parameter rejection, such as a deduction not allowed, an incompatible withholding or a benefit not reported, only shows up with real operation, city by city.
The first step has its own tool: the readiness assessment helps build the issuance inventory before any test.
If the inventory shows establishments in cities with their own rules, take that list to a conversation with DFSpro before the first integration test.
Four types of company with SAP
Industry, distribution, leasing, transport and business groups reach the NFS-e by different paths.
Industry or distribution that also provides services
- In billing, separate what is goods (NF-e) from what is service (NFS-e). A service ancillary to goods may follow its own rule of taxation, checked by Tax.
- Check that installation, maintenance or technical support services have their own national taxation code and NBS in the master.
- Leasing of goods and assignment of use leave ISS and move to item 99, with issuance only through the Sefin Nacional.
- Review what is own freight, subcontracted freight and transport service before choosing between NFS-e and CT-e.
Leasing of movable and real property
- Today the operational code is 99.01.01. Codes 99.02.01, 99.03.01 to 99.03.05 and 99.04.01 are planned in TN 007 and not yet rolled out in the issuers.
- The most reliable way for the new fields (gLocacao, gUnidImob, bensMoveis) is the API, because the screens of the web issuer are still under development.
- Use xDescServ, docRef (contract number) and xInfComp (up to 2,000 characters) to detail the asset and deductions while the structured field does not exist.
- An individual lessor is only required when annual revenue exceeds BRL 240,000.00 and there are more than 3 properties (Source: NFS-e Questions and Answers, topic 16.7).
Municipal freight and transport
- Transport of a municipal nature under item 16 of the list is taxed in the city where the transport is performed (LC 116, art. 3, XIX).
- Intercity and interstate cargo transport falls under ICMS (the state value-added tax) and stays outside the NFS-e, with CT-e and MDF-e (Source: NFS-e Questions and Answers, topic 20.7).
- Public transport (16.01) is in the 01/12/2026 schedule for IBS and CBS.
- Tolls and highways have their own document, the NFS-e Via, and are not confused with cargo transport service.
Services between companies of the same group
- The standard rejects an invoice in which provider and customer have the same CNPJ, and also compares the root, so headquarters and branch cannot appear on both sides (E0202).
- Between companies with different roots, the invoice follows the general rule, and the address of the customer unit decides the place for labor services (17.05).
- The only exception is issuance by an administrative or court decision registered by the city (Source: NFS-e Questions and Answers, topic 31.5).
- Document in the process how internal cost allocation that today uses an invoice between establishments will be handled, before the ERP tries to issue it.
The four profiles have in common that the risk is not in issuance itself, but in the data that reaches it. The sample-check routine that DFSpro describes on the page on foreign trade in SAP for imports has an equivalent here: sample invoices by city, by service code and by regime, and compare with the official parameter.
Common errors and rejection risks
Twenty code families, with the cause that appears most in the official guidance and the suggested fix. Open each code to see both.
01E0031: ISS withholding by the customer is not accepted or does not reduce the net amount.+
Most common cause: City of taxation different from the customer's city.
Suggested fix: Check cLocIncid. If it is the provider's, issue as not withheld. If it is the customer's, adjust the city of taxation. Correct by substitution.
02E0010: DPS series rejected.+
Most common cause: Series outside the channel's range (API uses 00001 to 49999).
Suggested fix: Set the series to the real transmission channel.
03E0717 and E0718: Signature required or mismatched.+
Most common cause: Signature outside the standard or the certificate's CNPJ differs from the DPS issuer.
Suggested fix: Sign on the tag with the Id attribute, and use the issuer's own certificate.
04E1206 or E107: Failure to access the revoked certificate list.+
Most common cause: Firewall or proxy outbound block to the certificate authority's URLs.
Suggested fix: Allow the LCR URLs (the certificate revocation list) and install the whole certification chain.
05E0316: NBS code does not exist.+
Most common cause: NBS outside version 2.0 or mistyped.
Suggested fix: Use the Annex B in force.
06E0240, E1309, E0138: CEP rejected.+
Most common cause: CEP with a mask, outdated, or from another city.
Suggested fix: Use 8 digits with no hyphen and the automatic lookup. Correct at the source or in the CNC.
07E0440 and E0454: Deduction type not allowed.+
Most common cause: The city did not allow the mode (amount, percentage or documents) for the code.
Suggested fix: Query the parameters API and adjust the XML, or ask the city to allow the mode.
08E0039: Agreement or national issuer not enabled.+
Most common cause: Agreement without the national issuers box ticked, incomplete setup or a future effective date.
Suggested fix: The city completes the setup and checks the authorization date.
09E0037: Issuing city without an agreement in the registry.+
Most common cause: Agreement not formalized, except for MEI.
Suggested fix: Confirm the city's adhesion.
10E0202 and E0262: Provider equal to customer or intermediary.+
Most common cause: Self-invoicing, including the same CNPJ root.
Suggested fix: Use customer not informed when applicable, or an administrative decision registered by the city.
11E0056 and E0058: Substitution blocked.+
Most common cause: Original invoice without an identified customer, or a change of customer identification.
Suggested fix: Tax Review Request for cancellation or contact with the city.
12E0060 and E0061: Field changed in the replacement invoice.+
Most common cause: Change of period, subitem, place or amount, depending on the regime.
Suggested fix: Keep the immutable fields equal to those of the original.
13E0675 and E0676: Federal fields blocked.+
Most common cause: Issuer is a CPF (E0675) or MEI (E0676).
Suggested fix: Issue at the gross amount. Withholding is calculated by the customer outside the NFS-e system.
14E1517: IBSCBS group not accepted in the XML.+
Most common cause: Group not explicitly given in the DPS.
Suggested fix: Send the IBSCBS structure in infDPS. The NBS alone is not enough.
15E0850: IBS and CBS not accepted.+
Most common cause: Period before 01/01/2026.
Suggested fix: Use the previous model for those periods.
16E0312 and E1270: Code without a rate in force in the period.+
Most common cause: The city's setup does not cover the date.
Suggested fix: Administrative decision by the city, with bypass (cStat 102).
17E0931: Property data rejected in construction.+
Most common cause: Use of the property group inside IBSCBS for civil construction.
Suggested fix: Give the site location in the construction group, mutually exclusive with property.
18E1321, E1317: Taxation directed to the customer's headquarters.+
Most common cause: Customer address is the headquarters, not the unit that uses the labor (17.05).
Suggested fix: Give the correct unit. Correct by substitution.
19E1301, E1303: ISS neither calculated nor integrated.+
Most common cause: Taxation flagged as non-taxable by mistake.
Suggested fix: Replace the invoice with taxation 1, taxable operation.
20RNG6110: Schema error in a foreign address.+
Most common cause: Order of the elements of the endExt group.
Suggested fix: Follow the order cPais, cEndPost, xCidade, xEstProvReg.
All lines come from the official Questions and Answers material (Source: NFS-e Questions and Answers, topics 4, 7, 8, 10, 11, 15, 17, 18, 21, 23, 27 and 31) and from the taxpayer manual. The fix column sums up the published guidance, which may change with each platform release. Before using a fix in production, check the version of the layout and business rules annex in force.
A pattern of causes, not only of codes
Most of the errors listed share the same root: source data that is incomplete or in the wrong format (CEP, address, NBS, registration) or a municipal parameter the ERP does not know. The Questions and Answers make the same remark about automatic registry-recovery errors: the source data, usually at the Federal Revenue Service, is technically incomplete or in the wrong format, and the NFS-e engine is not at fault (Source: NFS-e Questions and Answers, topic 30.2). Measuring rejection by code in the first weeks of the pilot shows which registry needs cleaning first.
If these codes already show up in your operation, the readiness assessment helps separate layout errors from municipal parameter errors before touching the ERP.
Duplicates and parallel systems
Two real migration risks: the invoice issued twice and the taxpayer issuing through two channels at the same time.
How the invoice doubles
- Timeout on the response: the ERP did not receive the return, resent the DPS, and the first had already become an invoice.
- Two active channels: the taxpayer issues in the city's system and in the national issuer in the same period, which the exclusivity rule forbids.
- Substitution treated as a new issuance: the old invoice stays posted, and the credit or revenue doubles.
- Received XML imported twice: by manual query and by automatic distribution.
What helps avoid it
- Before resending a DPS, ask the API whether the invoice was already generated, using the HEAD method on the DPS identifier, which confirms generation without exposing the key.
- Treat the invoice number as an output of the Sefin Nacional. Gaps in numbering are expected and the reserved number is not reused, not even in contingency (Source: Technical Note 007, NFS-e Questions and Answers topic 18.6).
- Record, per issuing CNPJ, the channel and the cutover date, and block issuance through the old channel in the ERP after the date.
- Use the access key as the unique import identifier, and the NSU as capture control.
The invoice number deserves a separate paragraph, because it is where ERP habit and the national rule clash the most. When the DPS arrives, the Sefin Nacional reserves the next number and tries to write the invoice to the ADN. If there is a timeout, a database failure or high concurrency, the reserved number may not become an invoice, and a gap is left in the sequence. Technical Note 007 calls these gaps skips and explains that they are not a defect: uniqueness matters more than continuity. An ERP that audits the numbering sequence as if it were a ledger must accept that, in the national NFS-e, holes do not mean a lost invoice (Source: Technical Note 007, item 3.b; NFS-e Questions and Answers, topics 18.5 and 18.6).
Parallel municipal systems call for a simple and explicit design. While a city with its own issuer shares documents with the ADN, the taxpayer may keep talking to the local web service, and the city transcribes to the national layout. For old invoices, the obligation to share continues even after the migration, for up to six years back (Source: NFS-e Questions and Answers, topics 5.6 and 23.5). For the taxpayer, the practical result is that the national public query, by key, becomes common proof between provider, customer and city.
Relation to SPED and EFD
The service invoice feeds bookkeeping, but the national ISS bookkeeping product is not yet defined in the official sources.
The NFS-e is a tax document. The bookkeeping of services provided and received remains part of the company's set of obligations, and the link between the two worlds is uneven. The ISS Digital Tax Bookkeeping (EFD ISS) appears on the portal as a product of the national basket, but the official page is marked as Under construction, so no national EFD ISS obligation can be stated today (Source: NFS-e Portal: products). The standardized payment slip, in turn, is described as the collection document for taxes shown on the NFS-e, which distributes the proceeds to the entities and lets a single document be issued even with scattered branches, on the model analogous to Simples Nacional (Source: NFS-e Portal: products). The module that runs it, the MAN, is described as Restricted Production, and city adhesion is optional (Source: NFS-e Questions and Answers, topic 14.8).
In practice, three points link the invoice to bookkeeping and deserve Tax's attention. The first is that the Belo Horizonte City Hall stopped requiring supporting documents for deductions in the DES (the electronic services declaration), because the information is now required on the invoice itself, when the city so determines. The second is that withholding of PIS, COFINS and CSLL on the NFS-e was aggregated in the field vRetCSLL without changing how the information is given in the EFD-Reinf, according to Technical Note 007 (Source: Technical Note 007). The third is that the scope of municipal, state and federal obligations has its own page: the page on ancillary obligations and SPED describes the bookkeeping layer, and municipal service obligations vary from one city to another.
How DFSpro works
SAP Tax Governance consultancy, founded in 2018, in Curitiba, focused on the tax layer of the project.
What DFSpro does
- Checks the tax layer that feeds the documents: master data, determination rules and what the flow changes in posting.
- Works on the tax layer of the project, alongside the integrator and the issuance solution, and does not replace them.
- Examines, in an SAP Tax Diagnostic, whether what was issued and received matches what was calculated and booked.
What it does not do
- It does not issue or capture tax documents: that stays with the solution the company chose.
- It does not carry out the technical integration with the Sefin Nacional nor manage the company's certificates.
- It does not replace the decision of the company's Tax team and accountant on tax treatment.
GUEPARDO Tax is a product of NTT DATA, and DFSpro sells it as an Authorized Channel. It is part of the tax environment integrated with SAP in which DFSpro works, and the conversation about how it fits your company's NFS-e flow belongs to the project, case by case. Anyone who wants to see how the tax layer of an SAP project is run can read the page on SAP Tax Diagnostic and the one on GUEPARDO Tax. If the question is what happens to the document flow when the issuance solution changes, the page on migration from GRC NF-e to DRC covers that topic for the NF-e.

Questions about the national-standard NFS-e
01Is the national-standard NFS-e already mandatory?+
It depends on who issues. Since 01/01/2026, the city is required to authorize issuance in the national environment or to share the invoices of its own issuer (LC 214, art. 62, § 1). For Simples Nacional taxpayers, use of the National Issuer becomes exclusive on 01/11/2026 (CGSN Resolution No. 191/2026). For other companies, what the city has set applies: Rio de Janeiro and Porto Alegre require the national issuer, Belo Horizonte adopted the national standard in stages, and São Paulo keeps layouts side by side.
02What is the DPS and why does it matter for the ERP?+
It is the Service Provision Declaration, the XML that the provider signs and sends. It is the integration point: everything the invoice will contain depends on what the ERP puts in the DPS, and the number and the key only exist after the Sefin Nacional turns it into an NFS-e.
03Who assigns the invoice number?+
The Sefin Nacional, when it receives and processes the DPS. The taxpayer does not choose the number. If something fails midway, the reserved number is discarded and not reused, so there may be gaps in the sequence.
04Does the company need a digital certificate to issue by API?+
Yes. Signing the DPS and authenticating the API require an ICP-Brasil A1 or A3 certificate of the issuer itself. Today there is no electronic power of attorney for integrators, so whoever issues for several CNPJs must operate the certificate of each one.
05Is the DANFSe the tax document?+
No. The document is the authorized XML, stored in the ADN. The DANFSe is an auxiliary representation and cannot contain information that is not in the XML (CGNFS-e Resolution No. 3/2023, art. 13, § 4). Since 03/08/2026 each issuer generates the PDF locally.
06Does the service invoice already need to show IBS and CBS?+
Yes, following the schedule. For most services subject to ISS, display has been mandatory since 01/10/2026, for other categories from 01/12/2026, and for Simples taxpayers who chose the display, from 01/01/2027. Until 31/12/2026 a missing group does not reject the invoice, but shows non-compliance.
07Does the national NFS-e end ISS?+
No. ISS remains a city tax governed by LC 116/2003. The reform provides for coexistence during the transition, and Constitutional Amendment (EC) 132 ends ICMS and ISS from 2033, under the ADCT (the transitional constitutional provisions) (Source: Constitutional Amendment 132/2023). The national-standard NFS-e becomes the channel for ISS and, later, for IBS and CBS on services.
08How does the ERP know which city of taxation applies?+
The Sefin Nacional decides, from the national taxation code and the provider's address, with the exceptions of LC 116, art. 3. The invoice field cLocIncid reports the result. The ERP must provide correct addresses for the provider and, in exception cases, for the customer or the place of performance.
09Can I issue an NFS-e for an operation without ISS?+
Yes, when the operation requires a document and has no taxable event for ISS or ICMS. The code is 99.01.01, with non-taxable taxation, and the NBS is still mandatory. Item 99 documents can only be authorized by the Sefin Nacional.
10How does ISS withholding work on the invoice?+
Municipal law may assign responsibility to the customer (LC 116, art. 6). Under the national standard, withholding by the customer is only accepted when the city of taxation is the customer's own (rule E0031). The municipal withholding setup works as a warning, and later inspection is up to the city.
11Does a company that only provides intragroup services need to issue an NFS-e?+
If there is a service between different companies of the group, it follows the general rule and needs an invoice. The standard does reject, however, an invoice in which provider and customer have the same CNPJ, also comparing the root (E0202). The treatment of headquarters and branch should be defined with Tax and, if needed, with the city.
12What happens if the city does not share invoices with the ADN?+
The sanction in art. 62, § 7 is the temporary suspension of voluntary transfers from the Union. In practice, invoices from the city's own system are valid for municipal ISS, but do not exist in the national repository and do not generate IBS and CBS credits for the customer until they are shared.
13How do I correct an invoice issued with an error?+
Usually by substitution, which cancels the original and generates another, or by cancellation within the deadline. Substitution has immutable fields (period, subitem, place, and under Simples the amount and the customer). Outside the deadline, you must request a Tax Review from the city. A wrong place of taxation usually requires cancellation in the wrong city, with proof.
14Can the MEI issue through the same channel as my company?+
The MEI always issues through the National Issuer, with access by gov.br, and has its own rules, such as exemption from agreement locks and a ban on reporting federal taxes on the invoice. For the company that hires an MEI, the effect is receiving the national-standard invoice.
15Is there an EFD ISS for the national NFS-e?+
The portal lists EFD ISS among the products of the basket, but the official page is marked as Under construction. Each city keeps the bookkeeping obligations it has defined.
16Does the national-standard NFS-e apply to cargo transport?+
Only for ISS services. Intercity, interstate and international cargo transport falls under ICMS and stays outside the NFS-e, with documents such as CT-e and MDF-e. Transport of a municipal nature under item 16 of the list follows ISS.
17What does Restricted Production mean?+
It is the test environment that runs the same version as production, to validate integration and layout. Invoices and events generated there have no legal effect. It is worth validating the whole API integration in Restricted Production before pointing to production.
18Does DFSpro issue the NFS-e or integrate with the Sefin Nacional?+
No. Issuing and integrating with the national environment is up to the issuance solution and the integrator of each project. DFSpro works on the tax layer of the SAP project: master data, determination rules and checking what the flow changes in posting.
19Where to start?+
With the list of service-issuing establishments and the city of each one. Then, reading that city's parameters and comparing them with the data billing delivers. The readiness assessment and the conversation through contact lead to that.
Start with your first issuing establishment
If you have a list of establishments that issue service invoices and want to know what each city requires of the ERP, the readiness assessment organizes that list. If the question is how it fits your SAP project, the conversation through contact is the channel.
