SAP S/4HANA tax consulting

SAP S/4HANA tax consulting: tax that crosses the platform change without losing proof

Moving to S/4HANA changes the business partner master data, the ledger, the path of the data and the rhythm of updates. Tax feels each of these changes, almost always in the first close after go-live.

This page covers only the platform part. Tax work in general is in SAP tax consulting, and the tax decision stays with the company.

The short answer

Tax consulting on S/4HANA, in one sentence

The direct answer

It is the work of making sure that tax calculation, documents, books and obligations give the same result after the migration, and of proving it with a set of cases that runs before and after. The platform changes, and what the company decided on tax must keep holding.

What it covers

Tax inside the migration project: design, configuration, parity testing, tax cutover and support for the first closes.

What changes

Business partner master data, ledger, transition path, custom code and release calendar. Each has a tax effect that the project plan rarely lists.

What does not change

The rule the company decided. If the treatment was one thing before, it must be the same after, unless the person responsible for tax records a decision.

What changes

Five changes in S/4HANA and the tax question for each one

ChangeWhat SAP statesTax question
Business PartnerCustomers and vendors are maintained as Business Partner, and the conversion requires that all of them, and the contact persons, in all clients be converted.Did the tax numbers and registrations of each partner arrive complete and in the right place?
Universal ledgerThe SAP help describes the Universal Journal as the single base of financial accounting and cost postings.Do the ledger and the tax book still match, by tax account and by period?
Transition pathSAP describes system conversion, new implementation and selective data transition, and says that the public cloud accepts only new implementation. What tax history and what balances cross over in each path?
Custom codeClean core guidance and layered extensions: not checked in an official source in this reading, and so shown as a question.Which tax rules of our own exist, and which can go back to the standard?
Release calendarUpdate rhythm: not checked in an official source in this reading, and so shown as a question.Who proves that the calculation stayed the same after each update?

About the middle column

It lists only the SAP statements read on 25/10/2026, with the note that the release of your environment is what rules. Where there was no direct reading, the cell says so.

Transition path

Tax in each path: conversion, new implementation and selective transition

System conversion

SAP describes it as a migration of the existing system. For tax, the question is what crosses over intact and what must be reviewed: history, balances, rules and custom code. Parity before and after is the central proof.

New implementation

It starts from a new system, with migrated data. For tax, it is a chance to review rules that the legacy system piled up, and a risk of forgetting exceptions that lived only in the old system. The inventory of the legacy system becomes a required input.

Selective data transition

SAP presents it as an alternative to the two before, and as a mix of them. For tax, the question is the boundary: which period and which objects come in, and how to keep books and balances continuous.

Public cloud

SAP says that, in this edition, new implementation is the only option. Before the decision, tax must check what the Brazil localization and the extensions allow in that edition.

For the cloud decision, the page on RISE and GROW with SAP covers the subject in full.

Test environments

Four cares for the environment so the tax test is valid

Realistic data

A tax test with invented data hides the exceptions that cost the most. Use real documents with identity removed, keeping the state, regime, classification and values that trigger each rule.

Protection of personal data

A real document carries a name, a tax number and an address. Removing identity must keep the logic of the document and remove what identifies people, following the data protection policy of the company.

Approval test with the authority

Sending and receiving documents are fully proven only when the environment talks to the test environment of the authority. Plan the window and the credentials early.

Aligned environments

A different result between development and quality often comes from an incomplete transport. Compare the tax configuration between environments before you interpret any gap.

Partner master data

Business Partner: what happens to the tax data of the partner

SAP treats Business Partner as the master object in S/4HANA, and synchronization with customers and vendors happens through an integration component. The SAP Cookbook says the conversion requires that all customers, vendors and contact persons be converted.

Tax enters because the partner master data feeds tax determination. A tax number in the wrong field, a registration lost in the conversion or an incomplete address produce documents with a different tax, and the error appears only in the close.

Tax numbers

CNPJ, CPF and registrations must arrive complete and in the right field. Check a sample by type of partner before the cutover.

Address and city

For services, the city decides rules and withholdings. Check partners with no city or with a different code.

Partner roles

One partner can be both customer and vendor. Confirm that the tax rule for each role stays clear.

Alphanumeric CNPJ

The new CNPJ format affects master data and integrations, and it has its own page, the one on alphanumeric CNPJ in SAP.

Ledger

Universal Journal and reconciliation: where tax checks

Ledger and tax book

The SAP help describes the Universal Journal as the single source of financial accounting and cost postings. Tax checks whether the posting by tax account still matches the book.

Tax accounts

Review the accounts linked to each type of tax after the conversion and the opening balance of each one. A wrong opening balance contaminates every period after it.

Old reports

Tax and accounting reports that read old structures must be tested. If the result changes, you need to know whether the data changed or the report did.

Reconciliation by period

Set the cutoff period and run the reconciliation on both sides of it. A difference at the cutoff is the most common finding and the cheapest to solve early.

Whoever needs to go deeper into the checking method will find the step by step in tax and accounting reconciliation.

Balances and books

Six tax balances that the cutoff must carry

Balance or bookWhy it needs attentionChecking question
Accumulated tax creditsA credit balance that the company has the right to use does not show up by itself in the new system.Does the opening value match the last tax calculation and the posting?
Inventory and stockThe balance of items feeds the inventory and later calculation bases.Do the quantities and values at the cutoff match the count and the ledger?
Fixed assets with creditAssets with credit in installments must keep the pace of use. Were the remaining installments of each asset brought over with the date of origin?
Withholdings payableAmounts withheld and not yet paid cross the cutoff.Does the balance by tax and by beneficiary match accounting?
Documents in transitDocuments issued and not posted, or received and not checked, are left in limbo. Is there a list of the documents pending at the cutoff and an owner for each one?
Books of the cutoff periodThe month of the cutoff has data from both systems. How will the book and the obligations of the month be consolidated and who signs?

For the related topics, see Block H and inventory and CIAP and fixed assets.

The month of the switch

Obligations of the period in which two systems lived together

The file delivered to the tax authority does not know that the system changed in the middle of the month. A monthly obligation must reflect the whole period, even if half of the data is born in one system and half in the other.

Consolidation of the period

Define who consolidates the data from the two systems, with which tool and with what check. The rule must be written before the switch.

Numbering and series

Document series and sequences must go on with no repeat and no gap that raises questions. Agree the point of continuity with the issuing team.

Posting for the month

Decide whether the book for the month comes from a single system, after a supplementary load, or from the sum of two outputs. Each choice has an effect on the check.

Possible correction

Plan what to do if a difference appears after delivery. The decision to correct belongs to the person responsible for tax, and the plan avoids deciding in a hurry.

Monthly and annual obligations are covered in SPED and reporting obligations.

Tax documents

Sending and receiving: six questions that the migration plan forgets

Sending

  • Which solution issues the document in S/4HANA, and who maintains it?
  • How does the test environment reproduce production?
  • Which document events are handled and by whom?
x

Receiving

  • How does the vendor document arrive and how is it checked against the purchase order?
  • What happens to documents in transit on the day of the cutoff?
  • How does the incoming posting feed the tax calculation?

For the design of each document, see electronic tax documents; for those who still use the old issuing component, migration from GRC NF-e to DRC.

Parity proof

Six steps to build the set of cases that proves the calculation stayed the same

  1. Choose the universe. List the operations, partners, materials and branches that represent the business, including the most costly exceptions.
  2. Select real documents. For each combination, choose a real document from ECC and note taxes, bases and accounts. Remove personal data.
  3. Fix the expected result. The person responsible for tax approves, in writing, the expected value of each case. Approving after seeing the new result voids the proof.
  4. Run it in S/4HANA. Reproduce each case in the new environment, with the migrated data, and keep the result next to the expected one.
  5. Classify each difference. Migrated data, rule, custom code or improvement of the standard. The decision to accept or correct belongs to the person responsible for tax.
  6. Keep it and repeat. The set becomes the regression test for each release. When something changes, the same set answers whether the calculation is still the same.
i

Format of the results table

Each row of the table holds the case, the approved expected result, the result in ECC, the result in S/4HANA, the difference and its classification. A row with no difference is also recorded, because it is the proof.

Custom code

A tax rule written by hand: keep, replace or retire

DecisionWhen it makes senseWhat to prove
KeepThe rule serves a case the standard does not cover, and it has an owner and documentation. That the result is the same in S/4HANA and that the code passes the checks of the release.
Replace with the standardThe standard covers the case and the code existed only because of an old limit. That the scenario matrix gives the same result without the code.
RetireNobody uses it, or its effect was absorbed by a process change. That no document of the last calculation cycle went through the code.
RewriteThe rule is needed and the code cannot be sustained.Specification approved by the person responsible for tax and a test of the new version.

The detail on clean core and on what each level allows is in Clean Core for tax, and the one on development is in ABAP and tax customization.

Decision before the cutover

Which tax layer will run on S/4HANA: decide before the Realize phase

The choice of the layer that calculates the tax, issues the document and generates the obligations must be made before the build phase. Changing it in the middle of the project redoes setup, testing and cutover.

There are paths with the native Brazil localization, with an integrated tax product or with an external platform. The comparison by criterion is in how to choose the tax solution for SAP, and the choice belongs to the company.

If a tax product is already in place

Check compatibility with the target platform, the release update routine and who proves the calculation after it.

If you use the native localization

Check what the release offers for the taxes and documents in your scope and what will remain as custom work.

If you are still deciding

Ask for a written comparison by criterion, with what each path needs in upkeep and in testing.

Outside the ERP

Integrations that tax depends on and that change address in the migration

IntegrationRisk in the migrationWhat to test
Authorities and portalsCredentials, certificates and service addresses must be configured again in the new environment.Sending and querying in the test environment and, later, in production with a real document.

Carriers and logisticsTransport documents depend on data from the invoice and on events.End-to-end flow, from the invoice to the transport document and the manifest.

Calendar

Go-live and the tax reform: three scenarios of date

Go-live in 2026

EC 132 and LC 214 set, for 2026, test rates of 0.1% for IBS and 0.9% for CBS, offset against PIS and Cofins. The migration can already start testing the document with the new taxes, in a suitable environment.

Go-live in 2027

CBS starts to be charged and PIS and Cofins are ended, under article 126 of the ADCT. The first close of S/4HANA will have both tax worlds, and the test plan must cover both.

Go-live after 2027

The environment starts with CBS in force and with ICMS and ISS side by side until 2032, under article 128 of the ADCT. The question is whether the design covers the proportional reduction over the years.

The details of what changes are in CBS and IBS in SAP. SAP points to calculation and mapping of CBS and IBS for the invoice in the TAXBRA help, and the coverage of your release is confirmed in the system.

After the switch

The first three closes: what to follow

  1. First close. Compare the ledger with the book, invoice by invoice in the accounts of highest value, and check the opening balances.
  2. Second close. A leaner reconciliation routine, focused on the differences that repeated and on the exceptions of each branch.
  3. Third close. A close without special support, with a report of what was corrected, what stayed open and what becomes routine.

When the routine needs permanent support, see AMS Fiscal.

Organization profiles

Four company profiles, four tax priorities in the migration

Group with several CNPJ numbers

The priority is to make the rule the same across branches and to prove that each registration applies the same treatment. The set of cases must cover the variation by state.

Industry

The priority is the link between production, stock and tax: item classification, special regimes, tax substitution and opening stock balances.

Services

The priority is city, withholding and the service document. Among our deliverables is the table of parameters by city, which already goes into the design.

Company implementing SAP for the first time

We serve when the client comes to DFSpro to implement SAP. Tax is born with the project, with no legacy to clean and no exception to forget.

Common objections

Four sentences we hear at the start of projects and what to answer

It is all standard already, there is no tax work to do

Standard covers what SAP delivers, and the company has its own exceptions by state, city, regime and item. The inventory shows how much of your tax is already standard and how much is your own rule.

We will leave tax for after go-live

After go-live the tax calendar rules, and the error shows up as a rejected invoice or a difference in tax calculation. Fixing it with production running costs more than proving it before.

We will wait for the regulation of the reform

The year 2026 already has test rates, and CBS comes in 2027. What depends on regulation can be designed with a planned review, and a repeatable test lowers the cost of change.

The integrator already covers tax

It can, if it has tax people in the project and proves the result. If it does not, the boundary must be written and someone must sign the proof of the calculation.

What your team brings

Eight things your team must have ready for the work to pay off

  • A person responsible for tax with time set aside to approve expected results.
  • A person responsible for IT with access to the environments and to the transport history.
  • A list of the taxes, documents and obligations in scope.
  • Real documents for the set of cases, already stripped of identity or ready to be.
  • A list of the known tax rules of your own, even if incomplete.
  • A decision on the transition path, or the date when it will be made.
  • A calendar of closes and obligations for the period of the project.
  • The name of who decides when two options are possible.
Working as a pair

How the tax consultancy works beside the integrator

Shared agenda

Tax milestones go into the general schedule: set of cases, parity rounds, cutover rehearsal and support. Without a milestone in the plan, tax becomes a last-minute emergency.

Common environment

We test in the environment the integrator maintains, with agreed access and a record of each change. We do not create a parallel environment that hides divergence.

Shared evidence

The parity table and the classifications are open to the integrator and to the person responsible for tax. Each difference has an owner and a deadline.

What goes wrong

Eight tax migration errors that can be avoided

  • Treating tax as one more module, with no named owner and no room in the schedule.
  • Defining the set of cases after seeing the result of the new system.
  • Converting the partner master data without checking the tax numbers.
  • Finding out late that the chosen tax layer does not cover an exception of the business.
  • Taking all the custom code to the new platform, without deciding case by case.
  • Setting the cutoff in the middle of a calculation period with no reconciliation plan.
  • Leaving tax regression with no owner after go-live.
  • Confusing data cleanup, which belongs to the client, with configuration, which is ours.
Countdown

Twelve months to go-live: what tax does in each window

  1. Twelve to nine months before. Name the person responsible for tax, take inventory of rules and custom code and define the transition path with its effect on books and balances.
  2. Nine to six months before. Decide the tax layer, build the set of reference cases and agree the test environments.
  3. Six to three months before. Configure, run parity, classify differences and validate the conversion of the partner master data.
  4. Three to one month before. Rehearse the tax cutover, check opening balances, define the consolidation of the month of the switch and train those who operate.
  5. In the week of the switch. Freeze rule changes, carry out the cutoff plan and keep the proof team on call.
  6. After the switch. Follow the first three closes and turn the set of cases into permanent regression.
i

About the deadlines

The windows are an order of work, not a commitment on dates. Smaller projects compress the sequence, and projects with many units extend it.

Warning signs

Ten signs that tax is undersized in your project

  • The person responsible for tax does not take part in design meetings.
  • The schedule has no line for tax testing.
  • Nobody defined the set of reference cases.
  • The tax layer has not been chosen yet and the Realize phase has already started.
  • The conversion of the partner master data is treated as an IT task, with no tax validation.
  • There is no plan for the month when two systems coexist.
  • There are custom rules and nobody knows how many.
  • The integrated test uses invented data.
  • The approval test with the authority is set for the week of go-live.
  • Support after the switch has no owner and no deadline.
For the integrator

Twenty tax questions to bring to the technical meeting

Scope and owners

Who is the person responsible for tax in the project? Where does tax appear in the schedule? Which taxes and documents are in scope? What is out?

Data

How will the partner master data be converted? Who checks the tax numbers? How are opening balances handled? What history crosses over?

Platform

Which transition path was chosen? Which tax layer will run? Who maintains it? How will the release update be tested?

Testing

Is there a set of reference tax cases? Who approves the expected result? Where is the evidence kept? How does regression go on after go-live?

Cutover

What is the cutoff period? How will documents in transit be handled? What is the plan to go back? Who supports the first closes?

If the switch fails

The tax plan B for the switch: what to decide before, and not in the middle of the night

Every cutover rehearsal has an approval criterion, and every criterion needs an alternative path when it is not met. At the switch, the tax question is not whether something can go wrong, but who decides, until what hour and with what effect on documents and books. The table below gathers the decisions worth taking and writing down in advance.

Decision pointQuestion to answer beforeExpected record
Issuing documentsIf the new system does not issue in the first working hour, is there a contingency way to issue and who authorizes its use?Contingency procedure signed by the person responsible for tax.
Opening balancesIf a balance does not match the last tax calculation, does the switch wait or go on with the difference noted?Accepted difference limit and who can accept it.
Documents in transitDocuments posted in the old system and received later: who posts them and in which system?Cutoff list and posting rule.
Return to the old systemIs there a point after which going back is no longer possible, and who knows what it is?Deadline hour for return and owner of the decision.
Internal communicationWho tells tax, accounting and sales that the switch was completed or postponed?Ready message and list of recipients.

Plan B does not foresee failure. It cuts the time the team spends arguing, at the worst possible hour, a decision that could have been made calmly two weeks before.

Obligations in parallel

How to run an obligation in both systems and compare the result

Document parity proves that the calculation stayed the same. Obligation parity proves that what goes to the tax authority stayed the same. They are different proofs, and the second is often left for the last month, when there is no time left to correct.

  1. Choose the reference period. A period already closed and delivered in the old system, with all documents and adjustments known. The official result becomes the standard for comparison.
  2. Generate the obligation in the new system. With the migrated data and the same period, using the same layout version as the file delivered. It is not valid to compare files of different layouts.
  3. Compare by block, not by file. Totals by record and by type of tax show where the difference starts. Line by line comparison comes only after the block is found.
  4. Classify each difference. Migrated data, generation rule, own report or configuration error. The classification points to who corrects.
  5. Repeat until the unexplained is zero. A difference that is explained and approved can stay. A difference with no explanation reopens the round. The person responsible for tax signs the final table.
i

When the file is not the same

A different file does not mean a wrong file. The order of records, formatting and fields that depend on the date of generation can differ without changing the tax content. That is why the comparison is by total and by relevant record.

Who accesses what

Tax access profiles in the new system: what to review in the conversion

The platform change is the moment when access profiles are recreated, copied or simplified. For tax, the risk is double: too much access, which lets someone change a rule with no record, and too little access, which stalls the close on the worst day of the month.

Who changes configuration

A short list, with names, reviewed each period. Whoever configures tax should not be able to release their own transport, for the same reason described in the governance of each rule.

Who runs the close

Tax calculation, reconciliation and generation of obligations must be in the right profiles before the first close. The profile test goes into the rehearsal, with a real user, and not only with a technical user.

Who queries and audits

Internal and external audit need read access with no change. A query profile created after the switch is often rushed and has too many permissions.

The inventory of profiles of the old system is the base. The migration is the chance to remove what nobody uses, as long as each removal has an owner and a date.

The old system after the cutoff

Keeping the history: how the old system keeps answering the auditor

After the cutoff, the new system carries balances and perhaps a slice of movement. The rest of the tax history still exists in the old system, and someone must answer what happens to it. The retention period of each document and book is a legal matter, and this point was not checked on this page: the company defines it with its legal team and its person responsible for tax.

  • Record which documents, books and obligation files stay only in the old system and for how long.
  • Define who maintains the old system or the query archive, and with what access, until the end of the period set by the company.
  • Test, before the cutoff, the query of an old document by number and by key, as the auditor would do.
  • Keep the documentation of the tax configuration of the old system, because it explains the history left behind.
  • Agree with accounting how comparative reports between periods will be made when half of the history is in each system.
After go-live

Each release update is a small migration: five cares

SAP updates S/4HANA in cycles, and each update can change standard behavior. The rhythm and the guidance of each release were not checked on this page, and the plan of each company should start from the documentation of the version in use. What does not change is the need to prove that tax stayed the same.

  1. Read the list of changes. Someone from tax reads the update notes that touch taxes, before the test environment receives it.
  2. Update quality first. The update goes into the test environment with recent data, and never straight into production.
  3. Run the set of cases. The same set as in the migration, with the original expected result. A difference needs an explanation.
  4. Check the custom code. Own code that depends on a changed standard object is reviewed before the date of the update.
  5. Record and release. The parity table of the update is signed by the person responsible for tax and kept with the date.
Who is outside the company

Six notices to third parties that the switch requires and that the project often forgets

The switch changes how the company presents itself to those who issue and receive documents with it. Part of the notices belongs to tax, part to sales or purchasing, and all of them need a date.

  • Vendors that send the invoice file by a fixed channel: confirm whether the receiving address changes.
  • Customers that query the invoice on a portal: warn of any change of format or of sending channel.
  • External accountant and support office: agree the exact point at which they start to receive data from the new system.
  • Banks and administrators: confirm whether collection and return files keep the layout and the naming convention.
  • Carriers: check whether the invoice data that feeds the transport document stays in the same format.
  • Authorities: check certificates, credentials and access registrations before the first issue in production.
Frequently asked questions

Frequently asked questions about SAP S/4HANA tax consulting

01Does DFSpro work on migration projects to S/4HANA?+

We work on the tax layer of the project: design, configuration, parity testing, tax cutover and support for the first closes. We also implement SAP, and the scope is defined by deliverable.

02We already have an integrator. Is the tax consultancy still needed?+

It depends on who answers for the proof of the calculation. The integrator looks after the platform, and the tax consultancy proves that the tax result stayed the same. The boundary should be written before the start.

03Which transition path is best from the tax point of view?+

There is no single answer. Conversion, new implementation and selective transition carry history and balances in different ways. The choice belongs to the company, and our role is to show the effect of each one on books and balances.

04What is the set of reference cases?+

It is a sample of real documents, with an expected result approved by the person responsible for tax before the test. It runs on ECC and on S/4HANA and afterwards serves as regression at each update.

05Does Business Partner affect tax?+

Yes, because the partner master data feeds tax determination. The conversion must be validated for tax numbers, registrations and city.

06How does the tax reform enter the project?+

As a test scenario from the design. The go-live date decides whether the first close will have test rates, CBS in force or ICMS and ISS side by side.

07Do you work with GUEPARDO Tax on S/4HANA?+

Yes. DFSpro implements and runs the governance of GUEPARDO Tax, a product of NTT DATA, and also serves environments without it. Compatibility with the target platform is checked in the design.

08What about custom code for tax rules?+

We take inventory and propose, case by case, to keep, replace with the standard, retire or rewrite, always with proof that the tax result does not change without a decision of the client.

09Who decides what crosses over and what does not?+

The company. We present the effect of each alternative and record the decision of the person responsible for tax. The configuration and the proof stay with us.

10Does the consultancy look after the tax cutover?+

Yes, on the tax side: opening balances, books, cutoff period and reconciliation plan. The technical switch stays with the integrator.

11And after go-live?+

We support the first closes and leave the regression running. For permanent support there is AMS Fiscal, in phases with an exit criterion.

12What happens to the obligation for the month in which the system changes?+

The file must reflect the whole period. We define with the person responsible for tax who consolidates the data from the two systems, how totals are checked and what plan exists to correct the file, if needed.

13Do you look after integrations with portals and banks?+

We look after the tax part of them: what tax data each integration carries and the end-to-end test. The technical build of the integration stays with the integrator or with the IT team.

14How long before go-live should we start on tax?+

As early as possible. The decision on the tax layer and the definition of the set of cases must come before the Realize phase. In small projects the sequence is shorter, and the scope comes from the first survey.

15Do you serve companies that do not use SAP yet?+

Yes, as long as the company comes to us to implement SAP. In that case tax is designed together with the project, with no legacy to take inventory of.

16Do you decide the tax thesis in the project?+

No. The thesis and the classification belong to the company. We present the alternatives the system allows and record the choice of the person responsible for tax.

17Is it possible to do only the parity proof, without the whole project?+

Yes, when the integrator or the internal team already handles the configuration and what is missing is someone to build the set of cases, run the comparison and classify the differences. The scope is defined by deliverable.

18How do we start the conversation?+

Describe the current version, the transition path you intend, the go-live date and whether there is a tax product. The conversation starts from your scenario, with no commitment, and ends in a scope by deliverable.
